Background: The City Hall complex, which comprises the City Hall building and the City Hall Annex, experiences severe leakages. While most leakage occurs during rain events, some occur during dry weather events. These leakages cause disruptions in vital services to the City's citizens. Therefore,the City Hall complex requires area resealing and waterproofing. In accordance with the Choice Partners Job Order Cooperative Purchasing agreement, SETX Facilities and Maintenance, LLC of Port Arthur,Texas, submitted a proposal for sealing and waterproofing of the City Hall complex in the amount of$211,799.13. Budget Impact: This contract impacts funds in the Capital Improvement Program(Building)for the sealing and waterproofing of the City Hall complex, Account No. 307-1601-591.82-00. "Remember,we are here to serve the Citizens of Port Arthur” 444 4th Street X Port Arthur,Texas 77641-1089 X 409.983.8182 X FAX 409.983.8294 Recommendation: It is recommended that the City of Port Arthur City Council approve PR 21127 authorizing the City Manager to execute a contract with SETX Facilities and Maintenance, LLC of Port Arthur, Texas through Choice Partner Cooperative Agreement in the amount of$211,799.13. A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH SETEX FACILITIES & MAINTENANCE, LLC OF PORT ARTHUR, TEXAS, THROUGH CHOICE PARTNERS COOPERATIVE PURCHASING PROGRAM CONTRACT NUMBER 15/0413N-11 FOR THE SEALING AND WATERPROOFING OF THE CITY HALL COMPLEX LOCATED AT 444 4TH STREET, IN THE AMOUNT OF $211,799.13. FUNDS AVAILABLE FROM THE CAPITAL IMPROVEMENT PROGRAM (BUILDING) ACCOUNT NO. 307-1601- 591.82-00. WHEREAS, the City Hall complex, 444 4th Street, Port Arthur, Texas, comprises City Hall and the City Hall Annex building; and, WHEREAS, the City Hall complex experiences leakages throughout the buildings; and, WHEREAS, observation of the leakages indicates that the basement and the second, third, fourth, and fifth floors of City Hall and the first floor of the City Hall Annex experience significant leakage; and, WHEREAS, SETX Facilities and Maintenance, LLC of Port Arthur, Texas, has a cooperative purchasing program contract with Choice Partners Job Order Contracting (JOC); and, WHEREAS, Chapter 271 of the Local Government Code allows a city, by resolution of its governing body, to participate in cooperative purchasing programs, such as Choice Partners Purchasing Program, a purchasing cooperative, as an alternative to a formal bid process; and, P.R. 21 127 10/25/2019 ace Page 2 of 4 WHEREAS, per Resolution No. 18-445, the City entered into an interlocal agreement for cooperative purchasing with Choice Partners Purchasing Program; and, WHEREAS, the City received a proposal from SETX Facilities and Maintenance, LLC of Port Arthur, Texas, for the sealing and waterproofing of the external buildings (see Exhibit A), in accordance with the Choice Partners Job Order Contracting (JOC) agreement Texas Contract Number 15/041JN-11, in the amount of $211,799.13; and, WHEREAS, the Public Works Department recommends to the City Council that the City Manager be authorized to enter into a contract with SETEX Facilities & Maintenance, LLC through Choice Partners Cooperative Purchasing Program Contract Number 15/041JN-11 for the sealing and waterproofing of the City Hall Complex located at 444 4th Street. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct; and, THAT, the City Manager of the City of Port Arthur is hereby authorized to execute on behalf of the City of Port Arthur a contract with St I X Facilities and Maintenance, LLC of Port Arthur, Texas, for the sealing and waterproofing of the City Hall complex in the amount of $211,799.13; in substantially the same form as attached hereto as Exhibit A; and, THAT, a copy of the caption of this Resolution No. be spread upon the Minutes of the City Council. Design-Build Proposal Recap: Job Order Contracting Cleaning of Exterior Surface: 1. Clean all surfaces by cold water restoration method. We would be using high pressure water through a special pump and gun capable of producing 200 to Facilities Maintenance 3200 PSI, depending on the surface, to remove any dirt, mildew, loose or peeling paint and Ect., leaving the surface clean and bright in appearance. Commercial Masonry Repairs: 1. All settlement cracks in stone, precast o structure masonry shall be cut by Industrial power grinding method to a depth of 1 inch and width of 3/8 inch. 2. Back caulk with Sonneborne's Sonolatic 150 sealant, % inch in depth, then tuck point remaining to flush, uniform, watertight surface. Government 3. The joints shall then be air or water cleaned under sufficient pressure to remove all dust, dirt, and particles of mortar. Healthcare 4. All rusted rebar or steel shall be cleaned by proper method, then apply a rust inhibitor. Allow dry time before applying one coat of primer. 5. All areas being repaired will receive a brush coat of acrylic bonding agent. Infrastructure Then apply Sonneborne's Sonopatch 300 by hand trowel flush to surrounding surface. Then hand floated to match in color and texture to surrounding areas. Then damp cured. Corporate Caulk All Horizontal and Vertical Control Joints: 1. Remove all old deteriorated caulk sealant then dispose of in the proper Education manner. 2. Prime all joints to receive caulk with Sonneborne's 733 Primer applied by Performing Arts brush. 3. Install Denver Foam's Soft Cell Backer Rod 25% larger than the joint to width and depth of joint to manufacturer's specification. Historical 4. Remove all loose and deteriorated caulking from perimeter of frames the General Contracting dispose of in a proper manner. 2. Clean all areas receiving sealant with approved cleaner, denatured alcohol. 3. Apply Sonneborne's 733 primer by brush leaving a thin film. Allow to dry to Construction Management tacky to the touch. 4. Apply a bead of Sonneborne's Sonolastic 150 sealant by hand gun method to all door and window frames. Frame to glass then hand tooled to a straight, Design-Build neat, watertight finish. Job Order Contracting Door and Window Frame Painting—Painted Surfaces Only: 1. Remove all loose or peeling paint by scraping, hand or power sanding down to original wood surface. Facilities Maintenance 2. Apply Sherwin Williams oil based primer to all wood or steel frames by brush or roller, and then allow to dry. 3. Apply Sherwin Williams oil-based enamel to all wood or steel frames by Commercial brush or roller a minimum of two coats. Industrial Elastomeric Wall Coating on Brick and Stucco Previously Painted: 1. After cleaning, all repairs, and caulking have been completed, two full coats of elastomeric coating will be applied by brush, roller or spray at the rate of 1 Government gallon per 80 sq. ft. per coat to waterproof and preserve the aging precast stone color of owner's choice. Healthcare Transparent Waterproofing to Unpainted Precast: 1. After cleaning, all repairs, caulking, and coating has been completed; one coat of Prime a Pell H2O Transparent Waterproofing will be applied by low Infrastructure pressure spraying or long nap roller at the rate of 1 gallon per 175 sq. ft. in strict accordance with manufacturer's specifications. Corporate 2. All grass, shrubs, and etc. Will be protected. Balcony Deck Coating System: Education 1. Clean all Floor Surface 2. Caulk around all perimeters of floor to walls or windows, etc. 3. Apply Master Seal 200 Urethane Waterproof deck coating system to all floor Performing Arts area at the rate of 25 sq. ft. per gallon by roller or brush to allow set time. 4. Apply one coat of Master Seal 225 to top coat at the rate of one gallon per 80 Historical sq. ft. —add non-skid texture back roll into wet material.
