R. 21113 —Purchase D8T Bulldozer Introduction: Approval of Proposed Resolution No. 21113 for authorizing the purchase of a D8T Bulldozer from Mustang CAT of Beaumont, Texas, with a projected budgetary impact of$845,000.00, which includes a heavy equipment fee(freight) of$1,935.05. Background: The Landfill division's bulldozer is used to spread waste in the working face on a daily basis and its proper functioning is critical to the operations of the City's Landfill to prevent violation to the TCEQ Site Operating Plan. A quote was obtained from Mustang CAT of Beaumont, Texas, via Buyboard for a D8T bulldozer in the amount of$846,935.05. Purchase of this item was approved in the FY 2019- 2020 budget. Budget Impact: Funds are provided in account no. 625-1801-533.92-00, Capital Reserve Equipment Replacement Public Works Solid Waste Equipment. Recommendation: It is recommended that City Council authorize the City Manager to approve P. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE A D8T BULLDOZER FROM MUSTANG CAT OF BEAUMONT, TEXAS, THROUGH BUYBOARD CONTRACT NO. 515-16 WITH A BUDGETARY IMPACT OF $846,935.05. FUNDS ARE AVAILABLE IN THE CAPITAL RESERVE EQUIPMENT REPLACEMENT PUBLIC WORKS SOLID WASTE EQUIPMENT — ACCOUNT NO. 625-1801-533.92-00. WHEREAS,Landfill uses bulldozers to spread waste in the working face on a daily basis; and, WHEREAS, in order to continue to maintain proper maintenance and function of the Landfill, a quote was received from Mustang CAT of Beaumont, Texas, via Buyboard for a D8T Bulldozer with a budgetary impact in the amount of$846,935.05; and, WHEREAS, pursuant to Chapter 271, Subchapter D, of the Local Government Code, a city may participate in cooperative purchasing programs established by the State Facilities Commission for the purchase of goods at prices established through purchase contracts of the Commission for the purchase contracts of the Commission; and, WHEREAS, per Resolution No. 02-341,the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with the Buyboard Cooperative Purchasing Program; and, WHEREAS, the Director of Public Works recommends the purchase of a D8T Bulldozer, as delineated above; and, WHEREAS, a copy of the contract pricing worksheet for this equipment is attached as Exhibit"A"; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct; and, P.R.21113 11/6/19 aw THAT, the City Council authorizes the City Manager to purchase a D8T bulldozer from Mustang CAT of Beaumont, Texas, through Buyboard cooperative pricing, in the amount of $846,935.05 as delineated in Exhibit"A"attached hereto; and, THAT, funding is available in the Capital Reserve Equipment Replacement Public Works Solid Waste Equipment account no. 625-1801-533.92-00; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
