RECOMMENDATIONS:
The Police Department recommends the City Council purchase one Microwave Remote Camera
Surveillance System from 1VS Microwave of Spring Valley, California for a total amount of $37,114.
BACKGROUND:
The City of Port Arthur Police Department has been awarded aBuffer-Zone Protection Grant by the
United States Department of Homeland Defense for Motiva Refinery. The grant dictates that microwave
remote camera surveillance systems be purchased for surveillance of the critical infrastructure located
within the City of Port Arthur. A bid was received from the sole vendor. This procurement is exempt from
the bid process under Texas Local Government Code Section 252.022, General Exemptions (7A), a
procurement oritems that are available.from only one source, including items that a1-e available.fi-om one
source because ofpatents, copyrights, secret processes, or natural monopolies.

BUDGET/FISCAL EFFECT:
The above-described BZPP Grant has provided $179,700 for re-imbursement to Account
