RE: P.R. 21237 -Applying for FY20 SHSP Grant
Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to
apply for the FY 2020 State Homeland Security Program(SHSP) grant.
Background:
The Southeast Regional Planning Commission advised the FY 2020 State Homeland Security
Grant Program(SHSP) and Law Enforcement Terrorism Prevention Activity Program
(LETPA) allocation for our region will be approximately $500,000. These grants support
investments that improve the ability of jurisdictions to prevent a threatened or an actual act of
terrorism and protect its citizens and assets against the greatest threats and hazards. Projects
supported by the grant assists grantees in preventing,preparing for, protecting against, or
responding to acts of terrorism. The deadline to apply is February 27, 2020.
Budget Impact:
The grant is 100% funded with no grant match requirement.
Recommendation:
It is recommended that City Council authorize the City Manager to apply for the FY 2020
State Homeland Security Program (SHSP) grant, as discussed and/or outline above.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY
FOR FISCAL YEAR 2020 STATE HOMELAND SECURITY PROGRAM
(SHSP) GRANT FUNDING WITH NO GRANT MATCH REQUIREMENT.
WHEREAS, the Southeast Regional Planning Commission has
advised that the FY 2020 State Homeland Security Program
(SHSP) grant and Law Enforcement Terrorism Prevention Activity
Program (LETPA) grant allocation for the region is
approximately $500, 000; and
WHEREAS, in order to receive the grant funding, it is
necessary that the City of Port Arthur Fire Department to
apply through the State Homeland Security Grant program
(SHSP) ; and
WHEREAS, the City Manager has the authority to apply for,
accept, reject, or terminate such grant funding on behalf of
the City of Port Arthur; and
WHEREAS, the City of Port Arthur Fire Department is in
need of interoperable communication equipment to increase the
efficiency of their emergency response capabilities; and
WHEREAS, the SHSP-LETPA Grant is 100% funded with no
grant match requirement; and
WHEREAS, the Application deadline is February 27, 2020;
and
WHEREAS, the City Council finds it in the best interest
of the citizens of the City of Port Arthur that the City of
Port Arthur Fire Department apply for funding to purchase
eligible equipment upon the receipt of FY 2020 SHSP funding;
and
WHEREAS, City Council agrees that in the event of loss or
misuse of the Office of the Governor funds, City Council
assures that the funds will be returned to the Office of the
Governor in full .
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1 . That the facts and opinions in the preamble
are true and correct .
Section 2 . That the City Manager is authorized to apply
to the Office of the Governor for Fiscal Year 2020 State
Homeland Security Program (SHSP) funding for the City of Port
Arthur Fire Department .
Section 3 . That a copy of the Resolution shall be spread
upon the Minutes of the City Council .
