No. 21253 authorizing supplemental roof repairs related to the Recreation/Senior Center Roof by SpawGlass Construction Corp. of Beaumont, Texas, in the total amount of$68,205.99. Background: The City of Port Arthur's Recreation/Senior Center has been neglected and has sustained substantial damages over the years. It is deemed in the best interest of the City of Port Arthur to address the concerns of the roof in order to preserve the existing structures and provide safe working and recreation environments for the employees and citizens. Pursuant to Resolution No. 19-364, the City Council awarded SpawGlass Construction Corp of Beaumont, Texas, the contract to repair the roof at the Recreation/Senior Center in the amount of$93,508.00. Once the repairs began, several other unforeseen issues were found such as parts of the roofing system has damage that is consistent with other areas that were previously addressed and there are several areas with soft spots. Due to the multiple roofs and multiple elevations that connect,there is a part of the roofing system that does not line up with an existing joist system which leaves part of the roof unsupported. There are also multiple soft spots that are collapsing as well as deteriorated rotten wood. A Buyboard quote for the additional work was received from SpawGlass Construction Corp. in the amount of$68,205.99. Budget Impact: Funding in the amount of$93,508.00 is available for this purpose in the Capital Improvement Fund Account Number 307-1601-591.95-00. A RESOLUTION AUTHORIZING SUPPLEMENTAL REPAIRS FOR THE RECREATION/SENIOR CENTER ROOF BY SPAWGLASS CONSTRUCTION CORP OF BEAUMONT, TEXAS THROUGH BUYBOARD COOPERATIVE CONTRACT NO. 520-EZ1QC, IN THE AMOUNT OF $68,205.99. FUNDING AVAILABLE IN CAPITAL IMPROVEMENT FUND ACCOUNT NO. 307-1601-591.95-00 WHEREAS, the City of Port Arthur's Recreation/Senior Center roof has been neglected and sustained substantial damages over the year, warranting the need for repair; and, WHEREAS, per Resolution No. 19-364, the City Council awarded SpawGlass Construction Corporation of Beaumont, Texas the contract to repair the roof at the Recreation/Senior Center in the amount of$93,508.00; and, WHEREAS, supplemental repairs are required as a result of damage that was found from repairing the roof; and, WHEREAS, the deteriorated roofing system needs to be removed, a new metal decking roof system needs to be installed and the roof drain needs to be replaced; and, WHEREAS, SpawGlass Construction Corp has a cooperative contract with Buyboard; and, WHEREAS, Chapter 271 of the Local Government Code allows a city, by resolution of its governing body,to participate in cooperative purchasing programs, such as Buyboard, a purchasing cooperative, as an alternative to a formal bid process; and, WHEREAS, per Resolution No. 02-341, the City entered into an interlocal agreement for cooperative purchasing with the Buyboard Cooperative Purchasing Program ("Buyboard"). NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That, the facts and opinions in the preamble are true and correct. Section 2. That, the City Council hereby authorizes the supplemental repairs for the Recreation/Senior Center roof with SpawGlass Construction Corp of Beaumont, Texas through Buyboard in the amount of$68,205.99, a copy of the estimate/quote is attached hereto as Exhibit A» P.R.
