Richard, Fire Chief RE: PR 21200 Emergency Repair Fire Engine 1 (1897) Introduction: The intent of this Agenda Item is to seek the City Council's approval of Proposed Resolution 21200 ratifying the emergency repair of Fire Engine 1 (1897). Background: Engine 1 (1897) is a frontline 3000 GPM 2012 Pierce Fire Engine assigned to Fire Station 1 located at 1215 Woodworth. This vehicle showed signs of coolant contamination in the oil. The vehicle was brought to A&J Engine Service for diagnostic and disassembly. It was determined that the engine will need an in-frame overhaul, or 3/4 engine replacement depending on damage to the crank shaft. The City Manager approved the emergency repair of this vehicle on February 4, 2020. Budget Impact: Funds are available in the FY 2019-2020 Fire Department Vehicle Maintenance Account 001- 1121-522.43-00. The amount of the repair/replacement is in the not to exceed amount of $46,250. Recommendation: The Fire Department recommends approval of this resolution. A RESOLUTION RATIFYING THE CITY MANAGER' S AUTHORIZATION OF EMERGENCY REPAIR OF FIRE ENGINE 1 BY A&J ENGINE SERVICE OF GROVES , TEXAS IN THE NOT TO EXCEED AMOUNT OF $46 ,250 ; FUNDS AVAILABLE IN FIRE DEPARTMENT VEHICLE MAINTENANCE ACCOUNT NO. 001-1121-522 . 43-00 WHEREAS, the Fire Department has found it necessary to repair Fire Engine 1 (1897) a 2012 Pierce 3000 GPM frontline fire engine assigned to Fire Station 1 located at 1215 Woodworth; and WHEREAS, the vehicle was brought to A&J Engine Service in Groves, Texas for diagnostics and partial disassembly of the engine; and WHEREAS, the estimated cost of the repair is not to exceed $46, 250; and WHEREAS, the City Manager approved the emergency repair of this vehicle as it is essential to the operational readiness of the Fire Department, attached as Exhibit "A"; and WHEREAS, the repairs are authorized pursuant to Section 252 . 022 (a) (2) of the Texas Local Government Code, a procurement necessary to preserve or protect the public health or safety of the municipality' s residents; and WHEREAS, it is further authorized pursuant to Section 252 . 022 (a) (3) of the Texas Local Government Code because of unforeseen damage to public machinery, equipment or other property; and WHEREAS, funds are budgeted and are available for this repair in the not to exceed amount of $46, 250 in FY 2019-2020 Fire Department Vehicle Maintenance Budget 001-1121-522 . 43- 00 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1 . RE: Emergency Repair of Engine 1 (41897) Engine 1 (#1897) is a 2012 Pierce 3000 GPM Fire Engine assigned to Fire Station Number 1 (1215 Woodworth). The apparatus was delivered to A&J Engine Service in Groves,Texas because the oil showed signs of coolant contamination. Upon disassembly for diagnostics it was determined that the engine will require an in-frame overhaul. The initial estimated cost of this repair is $41,250.00. I would request a not to exceed amount of$46,250 to cover any unexpected damage. I request approval of emergency repairs for this fire apparatus as it is needed to maintain operational readiness,and we are down to no reserve fire apparatus at this time. Funds are available in Fire Department Vehicle Maintenance Account 001-1121-522.43-00 for this repair. If approved, I will prepare the PR for the nest council meeting to affirm the emergency repair.
