Arceneaux Wilson & Cole, LLC (AWC) is preparing the Project Information Form (PIF) for this project to get project approval for a loan application commitment for the fall of 2020. This loan application commitment does not obligate the City to the funding but allows the City to be considered for funding up to the amount requested in the PIE. Background: The Sabine Pass WWTP Upgrades project as included provides for a complete replacement of the existing WWTP with a new 0.67-MGD conventional treatment plant. The new plant will include upgrades to the existing WWTP lift station, headworks (grit removal and bar screening), activated sludge treatment (aeration), clarification, chlorination, digestion, and site improvements. Budget Impact: The estimated cost for these improvements is $9.98/gallon of treatment for a total project cost of$8,191,000. Recommendation: It is recommended that City Council approve the City Manager to submit an application to the Texas Water Development Clean Water State Revolving Fund Program, as discussed and/or outline above. A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE TEXAS WATER DEVELOPMENT BOARD CLEAN WATER STATE REVOLVING FUND PROGRAM. REQUESTED FUNDS ARE NECESSARY FOR IMPROVEMENTS TO THE SABINE PASS WASTEWATER TREATMENT PLANT. WHEREAS,the Texas Water Development Board provides low interest loans through the Clean Water State Revolving Fund Program (CWSRF) for the planning, design and construction of wastewater projects, including collection systems; and, WHEREAS,the CWSRF rates are up to one percent(1%) lower than market rates; and, WHEREAS,the City is currently performing an overhaul for the Sabine Pass Wastewater Treatment Plant; and, WHEREAS, an entity seeking CWSRF funding in the fiscal year 2020 must submit an information form for priority ranking by April 30, 2020; and, WHEREAS, it would be in the City's best interest to apply for funding of this project through the CWSRF. NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct; and, THAT, the City Manager is hereby authorized to submit the attached Exhibit A information form to the Texas Water Development Board CWSRF for the purpose of ranking the Sabine Pass Wastewater Treatment Plant for funding; and, THAT a copy of the caption of this resolution be spread upon the minutes of the City Council.
