RE: Proposed Resolution No. 21280—TWDB Funding application for 57 water
mains
Introduction:
The Water Line Improvement project is proposed to be funded under the Texas Water
Development Board Drinking Water State Revolving Fund(DWSRF). Arceneaux Wilson&
Cole, LLC (AWC) is preparing the Project Information Form (PIF) for this project to get
project approval for a loan application commitment for the fall of 2020. This loan application
commitment does not obligate the City to the funding but allows the City to be considered for
funding up to the amount requested in the PIF.
Background:
The Water Line Improvement project will aid in the low pressure and leakage problems that
the City's water distribution system currently experiences. By replacing deteriorated water
lines with adequately sized pipes and with new PVC pipe materials. The total footage of new
water line is approximately 120,000 feet throughout several areas of Port Arthur. The
improvements were based on maintenance records of water leaks repaired and older pipe
materials needing upgrades. The project has a total estimated construction cost of
approximately$16,000,000.00 and will require a design extension of one of the current main
transmission lines along Atlanta. AWC has already completed the construction plans for this
project, other than the added Atlanta line, and therefore is primarily seeking funds for the
construction phase.
Budget Impact:
Total estimated construction cost is $16,000,000.00.
Recommendation:
It is recommended that City Council authorize the City Manager to submit an application to
the Texas Water Development Drinking Water State Revolving Fund Program, as discussed
and/or outline above.

A RESOLUTION AUTHORIZING THE CITY MANAGER
TO SUBMIT AN APPLICATION TO THE TEXAS WATER
DEVELOPMENT BOARD DRINKING WATER STATE
REVOLVING FUND PROGRAM. REQUESTED FUNDS
ARE NECESSARY FOR IMPROVEMENTS TO THE 57
WATER MAINS IDENTIFIED BY REPAIR RECORDS.
WHEREAS, the Texas Water Development Board provides lower interest loans through
the Drinking Water State Revolving Fund Program (DWSRF) for the planning, design and
construction of water mains; and,
WHEREAS,the DWSRF rates may be one percent(1%) lower than market rates; and,
WHEREAS,the City is currently performing an overhaul on the 57 water mains; and,
WHEREAS, an entity seeking DWSRF funding in the fiscal year 2020 must submit an
application/information form for priority ranking by April 30, 2020; and,
WHEREAS, it is in the City's best interest to fund this project through the DWSRF.
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
THAT,the facts and opinions in the preamble are true and correct; and,
THAT, the City Manager is hereby authorized to submit the attached Exhibit A
information form to the Texas Water Development Board DWSRF for the purpose of ranking the
57 water mains for funding; and,
THAT a copy of the caption of this resolution be spread upon the minutes of the City
Council.
