Background: The Police Department submitted equipment replacement requests for vehicles to the City Manager for the current fiscal year and was approved to replace nineteen vehicles,encompassing both marked and unmarked units. Silsbee Ford participates in GoodBuy Cooperative Purchasing and has an affiliate dealership, Lake Country Chevrolet of Jasper that also participates in GoodBuy Cooperative Purchasing. They provided a quote for the purchase of twelve (12) marked police units(2020 Ford Explorers with police package)and seven(7)unmarked civilian units (2020 Chevrolet Equinox) with some additional back-up keys and fobs and a Goodbuy administrative fees of$600 (one for each dealership) for a total of$572,693; Silsbee Ford total of$397,941 and Lake Country Chevrolet total of$174,752.00. The Silsbee Ford dealership advised that the availability of the marked vehicles is not immediate due to issues in manufacturing but we are able to secure them by Purchase Order. As the Police Department actively uses our fleet twenty-four (24) hours a day, these vehicles are necessary to provide adequate services to the citizens of our community. A RESOLUTION AUTHORIZING THE PURCHASE OF NINETEEN (19) VEHICLES FOR THE POLICE DEPARTMENT VIA THE TEXAS GOODBUY PURCHASING PROGRAM CONTRACTS FROM SILSBEE FORD OF SILSBEE, TEXAS AND LAKE COUNTRY CHEVROLET OF JASPER, TEXAS , IN THE TOTAL AMOUNT OF $572 , 693 . 00 ; FUNDING AVAILABLE IN ACCOUNT NUMBER 625-1801-521 . 93-00 . WHEREAS, the Police Department has vehicle equipment replacement needs that were approved in the current budget in order to provide adequate service to the citizens of Port Arthur; and WHEREAS , Silsbee Ford of Silsbee, Texas has identified twelve ( 12) new 2020 model Ford Explorers with police packaging in manufacturing that will be available for purchase that will meet the current needs of the Police Department; and WHEREAS , Lake Country Chevrolet of Jasper, Texas currently has seven (7) 2020 civilian model Chevrolet Equinox available for purchase that will meet the need for vehicles for the Administration and Criminal Investigations Divisions of the Police Department; and WHEREAS, pursuant to Chapter 271 of the Texas Local Government Code, a city may participate in cooperative purchasing programs such as GoodBuy Purchasing, as an alternative to a formal bid process; and WHEREAS, pursuant to Resolution No. 18-180, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with the GoodBuy Purchasing Program; and WHEREAS, both Silsbee Ford (Exhibit A) and Lake Country Chevrolet (Exhibit B) participate in the GoodBuy program and has provided quotes for the purchase of a total of nineteen (19) vehicles for the police department in the total of $572, 693 . 00 . NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1 . That the facts and opinions in the preamble are true and correct . Section 2 . That the City Council and the City of Port Arthur authorizes the purchase of nineteen (19) vehicles for the Police Department via the Texas GoodBuy contracts from Silsbee Ford of Silsbee, Texas and Lake Country Chevrolet of Jasper, Texas in the total amount of $572, 693 . 00 . Section 3 . That a copy of the Resolution shall be spread upon the Minutes of the City Council . READ, ADOPTED AND APPROVED on this day of A.
