INTEROFFICE MEMORANDUM
Date: March 17, 2020
To: The Honorable Mayor and City Council
Through: Ronald Burton, City Manager
From: Pam Langford, Development Services Manager
RE: P. R. #21307
Introduction:
The intent of this Agenda Item is to seek the City Council's approval of P. R. #21307 for the
2020 Community Development Block Grant(CDBG) allocations in the amount of$1,152,703.
Background:
The Department of Housing and Urban Development has allocated$1,152,703 in Community
Development Block funds for Program Year 2020. The Grant funds must benefit low or
moderate-income neighborhoods or households.
The 2020 allocation is a$64,475 increase from the 2019 allocation of$1,088,288. Public
Service projects are eligible for CDBG funding but, funding for public services activities
cannot exceed 15%of the City's annual allocation($172,905).
Staff Recommendation:
Staff has based its funding recommendation on the following criteria:
1. Funding availability
2. Past Performance
3. Number of person served
4. Priority Needs

A total of ten CDBG public service organizations submitted applications to the Grants
Management division. One public service organization, Higher Standard, withdrew its CDBG
request and two new applicants (First Baptist Outreach Center and Liberty Heights) applied for
CDBG funds for the first time. The remaining seven organizations have been awarded CDBG
funds in the past.
Staff has made a recommendation to award funding to each of the applicants. The funding
amounts are based on prior year funding and the number of potential low to moderate-income
beneficiaries for program year 2020.
Since housing and street improvements are high priorities for the City, the majority of the
CDBG funds will benefit families in need of housing and to repair streets and sidewalks in
low-income areas of the City.
City Council is responsible for approving final allocations. Staff recommendations are not final
but only provide guidance to the City Council.
Budget Impact:
Community Development Block Grant is the funding source.
Recommendation:
It is recommended that City Council approve P. R. #21307.
