"Bob"Bowers Civic Center To: The Honorable Mayor and City Council Through: Ron Burton,City Manager From: Adam J Saunders,Civic Center Dir RE: Proposed Resolution No. 21275 At Rosehill Manor, much repair and maintenance is needed. Some repairs were done to windows, roof, chimney, etc. to stop water intrusion into the building. This work was designated as Phase I. LaBiche Architectural Group of Beaumont developed professional plans for repairs to Rose Hill Manor and submitted them to the Texas Historical Commission, as well as worked with the Texas Historical Commission for their approval for Phase I. This was approved on Res #16-246 for a total amount of $66,000.00 with reimbursables of$1500.00. There is an outstanding balance due for the work completed for Phase I to Labiche Architectural Group of Beaumont, Texas in the amount of$10,269.89. This will increase the amount to$76,269.89. A grant was received for work at Rosehill Manor. In order to qualify for the grant,additional professional plans were required by LaBiche Architectural Group of Beaumont. In August of 2017 I submitted a Proposed Resolution for this additional work to be added to the original Res#16-246. It was pulled from the City Council Agenda because it was determined this could not be added to the resolution, but must be a new, separate agreement. Soon after this, Hurricane Harvey struck Port Arthur. I did not get the new agreement and Proposed Resolution on a City Council Agenda. During the time after the storm this slipped my mind. After some level of normalcy was in place, I had LaBiche Architectural Group proceed with all work at Rosehill Manor. Included was the additional work for the grant. LaBiche Architectural Group invoiced the Civic Center Department on all work for Rosehill Manor. LaBiche Architectural Group noted the two separate jobs by invoice numbers, I did not take note of the different numbers. When the Purchase Order set up from Res #16-246 expired, an outstanding balance was realized. Due to my lack of memory of a need to establish a new agreement, and Purchase Order, this balance remains due to LaBiche Architectural Group in the amount of$10,269.89. ANALYSIS/CONSIDERATION: There are a lot of needed repairs at the building. There is money available in the Hotel Occupancy Tax fund for this outstanding balance due of$10,269.89. RECOMMENDATION A resolution authorizing the City Manager to ratify the payment to complete the project with Labiche Architectural Group, Inc.for the development of professional plans for repairs to Rose Hill Manor and submission to the Texas Historical Commission,as well as working with the Texas Historical Commission for approval in the amount of$10,269.89. WHEREAS, Rose Hill Manor is in need of additional repairs; and WHEREAS, in order to insure any future grants or tax credits, it is prudent to develop professional plans for the repairs of Rose Hill Manor; and WHEREAS,the City Council approved Resolution#16-246 for LaBiche Architectural Group, Inc to perform a professional assessment, develop professional plans, submission of plans and assistance in the approval of plans from the Texas Historical Commission for Phase I repairs to Rosehill Manor in the amount of$66,000.00 plus reimbursables of$1500.00; and WHEREAS, said plans were submitted to the Texas Historical Commission for approval; and WHEREAS, an outstanding balance of$10,269.89 is due to the Labiche Architectural Group, Inc. for said work; and WHEREAS, ratification of this payment will complete the project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct. THAT the City Manager is hereby authorized to ratify the payment to complete the project with Labiche Architectural Group, Inc. for the development of professional plans for repairs to Rose Hill Manor and submission to the Texas Historical Commission, as well as working with the Texas Historical Commission, in substantially the same form as attached here to as Exhibit"A". On the spread sheet you will see the date, PLANNING fee and amount received which also included Rosehill Chimney. I show the amount of fee billed and received. For that purchase INTERIOR DESIGN order we received 52,330.11 The Rosehill Grant project number 17022 there was a separate purchase order and a fee of 8,000.00 plus reimbursable expenses of 1,000.00. There were some additional services that were completed by Dohn which was billed hourly in the amount of $2,475.00 and is not included in the contract fee of $8,000.00. (hereinafter"Architect") shall provide to the City of Port Arthur(hereinafter "Client") the services described below for the compensation described below. This proposal is based upon our experience with historic restoration to comply INTERIOR DESIGN with The Texas Historical Commission standards,an onsite evaluation,review of a report by P2MG—Architecture completed on July of 2013 and a revised Probable Cost statement revised July 2016 attached..As part of our services,if required,we will employ: Gerald Moorhead,Historical Consultant to assist with the Texas Historical Commission Antiquities Permit. PROJECT INFORMATION: The project,as we understand it,is an exterior chimney and flashing restoration of the"Woodworth House"also known as"Rose Hill Manor" for compliance with the Texas Historical Commission Standards.As part of our services,our staff and consultants will visit the project site to verify existing conditions. SCOPE OF WORK: The Architect and the Architect's consultants shall perform those services described below: 1. Assist Roxanne Parks with and provide application materials needed for the TPTF Grant. 2. Verify site conditions and document work required for restoration of three chimneys. 3. Prepare a report documenting the extent of restoration work required. 1 of 3 Architectural Proposal for TPTF Grant The Woodworth House,Rose Hill Manor 4. Prepare a historic preservation schedule showing items of work,phases of work and a yearly timeline indicating work to be completed. 5. Prepare Construction Documents for items listed above and submit to the Texas Historical Commission for an Preservation Permit. 6. Prepare modifications to the Construction Documents to correspond to City's available funding upon approval of the construction budget. 7. Assist with application to the Texas Historical Commission for an Antiquities Permit prior to beginning construction. 8. Terms and conditions for services shall be as outlined in AIA Owner/Architect Contract#B-101 2007. 9. Provide Bidding and Construction Observation services for the approved project. COMPENSATION: The scope of work outlined above will be performed at an hourly rate not to exceed of Fight Thousand Dollars ($8,000.00)plus reimbursable expenses of One Thousand Dollars($1000.00). ❑ Additional Services requested by Client will be charged hourly per the fee schedule attached. ❑Reimbursable expenses shall include all printing required for the project.Other expenses shall be approved by Owner prior to expenditures.Cost of reimbursable expenses shall be billed at 1.25 times the expenditure. ❑ Exclusions: 1. Civil,structural or MEP engineering. 2. Any services related to the Client's due diligence including,but not limited to:obtaining letters of utility availability and environmental assessments.
