SUBJECT: Proposed Resolution No. 21251-For the purchase of a Landfill truck for Animal
Control
RECOMMENDATION
We recommend that the City Council approve Proposed Resolution 21251, authorizing the
purchase of a 2020 Dodge Ram 1500 4X4 V8 truck, with a dump insert from Grapevine Dodge
Chrysler Jeep of Grapevine, Texas, through the Buyboard Cooperative Purchasing Program, with
a projected budgetary impact of$30,499.00.
BACKGROUND
Grapevine Dodge Chrysler Jeep won the bid under their Buyboard Contract No. 601-19. The City
approved Resolution 02-341 authorizing the City to enter into an interlocal agreement for
cooperative purchasing with Buyboard.
BUDGETARY AND FISCAL EFFECT
Funds are available in Account No. 625-1801-517.93-08.

SUMMARY
We recommend that the City Council approve Proposed Resolution 21251, authorizing the
purchase of a 2020 Dodge Ram 1500 4X4 V8 truck, with a dump insert from Grapevine Dodge
Chrysler Jeep of Grapevine, Texas, through the Buyboard Cooperative Program, with a projected
budgetary impact of$30,499.00.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER
INTO A CONTRACT WITH GRAPEVINE DODGE CHRYSLER JEEP OF
GRAPEVINE, TEXAS, THROUGH THE BUYBOARD COOPERATIVE
PURCHASING PROGRAM, CONTRACT NO. 601-19, FOR THE
PURCHASE OF A 2020 DODGE RAM 1500 4X4 V8 TRUCK, WITH A
DUMP INSERT, WITH A PROJECTED BUDGETARY IMPACT OF
$30,499.00; FUNDING IS AVAILABLE IN CAPITAL RESERVE FUND
ACCOUNT NO. 625-1801-517.93-08
WHEREAS, in Ordinance No. 19-46; the City Council approved the budget for Fiscal
Year 2019-2020; and there is funding available for the purchase of a new 2020 Dodge Ram 1500
4X4 V8 truck, with a dump insert for the Department of Development Services Animal Control
Division; and,
WHEREAS, pursuant to Chapter 271, Subchapter D, of the Local Government Code, a
city may participate in cooperative purchasing programs established by the State Facilities
Commission for the purchase of goods at prices established through purchase contracts of the
Commission; and
WHEREAS, per Resolution No. 02-341, the City entered into an interlocal agreement for
cooperative purchasing with the Buyboard Cooperative Purchasing Program("Buyboard"); and,
WHEREAS, the purchase of a landfill truck is necessary for the continued operations of
the Animal Control Division; and,
WHEREAS, the City of Port Arthur Purchasing Division administered a cooperative bid
process and received two (2) quotes for the purchase of a new truck; and,
WHEREAS,Grapevine Dodge Chrysler Jeep of Grapevine,Texas through the cooperative
bid process, provided the lowest bid as delineated in Exhibit"A".

NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
THAT,the facts and opinions in the preamble are true and correct; and,
THAT, the City Council hereby authorizes the purchase of a 2020 Dodge Ram 1500 4X4
V8 truck, with a dump insert from Grapevine Dodge Chrysler Jeep of Grapevine, Texas, in the
amount of$30,499.00, through their Buyboard Contract No. 601-19
THAT, funding is available in Capital Reserve Fund Account No. 625-1801-517.93-08.
THAT, a copy of the caption for this Resolution be spread upon the Minutes of the City
Council.
READ, ADOPTED AND APPROVED on this 18th day of February, A.D., 2020, at a
Regular Meeting of the City Council of the City of Port Arthur, Texas, by the following vote:
