INVOCATION, PLEDGE & ROLL CALL Councilmember Frank gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Regular Session on Tuesday, April 7, 2020 at 11:10 a.m. in the City Council Chamber, City Hall, with the following members present: Mayor Thurman "Bill" Bartie; Councilmembers Raymond Scott, Thomas Kinlaw, III, Charlotte Moses; Interim City Manager Ron Burton; City Secretary Sherri Bellard; and City Attorney Valecia R. Tizeno. Mayor Pro Tem Harold Doucet, Sr. and Councilmember Jones were absent from the Special Meeting. II. INDIVIDUAL ACTION (NON-CONSENT) (1) P.O. 6847 - An Ordinance Of The City Council Of The City Of Port Arthur, Texas, Postponing The General Election Previously Called For Saturday, May 2, 2020 To November 3, 2020 As Allowed By Proclamation Of The Governor, Due To A Public Health Emergency; Preserving All Candidate Filings And Ballot Order Actions Already Taken; Providing For Holdover In Office Of Current Office Holders, Providing A Severability Clause; And Providing For An Effective Date The Mayor introduced the above-mentioned Proposed Ordinance. Upon the motion of Councilmember Moses, seconded by Councilmember Scott and carried, Proposed Ordinance No. 6847 was adopted becoming Ordinance No. 20-36. Voting Yes: Mayor Bartie; Councilmembers Scott, Kinlaw, Moses and Frank. Voting No: None. The caption of Ordinance No. 20-36 reads as follows: ORDINANCE NO. 20-36 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS, POSTPONING THE GENERAL ELECTION PREVIOUSLY CALLED FOR SATURDAY, MAY 2, 2020 TO NOVEMBER 3, 2020 AS ALLOWED BY PROCLAMATION OF THE GOVERNOR, DUE TO A PUBLIC HEALTH EMERGENCY; PRESERVING ALL CANDIDATE FILINGS AND BALLOT ORDER ACTIONS ALREADY TAKEN; PROVIDING FOR HOLDOVER IN OFFICE OF CURRENT OFFICE HOLDERS, PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE (2) P.O. 6853 - An Ordinance Extending The Declaration Of Disaster Pursuant To §418.108(B) Of The Texas Government Code The introduced the above-mentioned Proposed Ordinance. The motion was made by Councilmember Frank and seconded by Councilmember Moses that Proposed Ordinance No. 6853 be adopted. Port Arthur Health Department Director Judith Smith appeared before the City Council to answer inquiries pertaining to COVID-19. Proposed Ordinance No. 6853 was adopted becoming Ordinance No. 20-37 Voting Yes: Mayor Bartie; Councilmembers Scott, Kinlaw, Moses and Frank. Voting No: None. The caption of Ordinance No. 20-37 reads as follows: ORDINANCE NO. 20-37 An Ordinance Extending The Declaration Of Disaster Pursuant To 418.108(B) Of The Texas Government Code III. ADJOURNMENT OF MEETING Upon the motion by Councilmember Kinlaw, seconded by Councilmember Frank and carried unanimously, the City Council adjourned their meeting at 11:35 a.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
