RE: Approval for COVID-19 Response grant funds
Nature of the Request: This is a new grant developed by the Texas Department of State Health
Services as a result of the Coronavirus Pandemic. This funding will allow the Port Arthur Health
Department to perform activities in support of Coronavirus 2019 response, and it will allow the
health department to perform activities that will help slow the spread of transmission and
disease, and minimize morbidity and mortality. All activities of this grant requirement shall be
completed by March 15, 2021, with a possibility for renewal based on funding from the state.
Staff Analysis, Considerations: This grant will allow the Port Arthur Health Department to
hire a Public Health Preparer and a part-time administrative clerk.
Recommendations: It is recommended that the City Council approve P.R. No. 21347, approving
the contract between the City of Port Arthur and the Department of State Health Services for a
COVID-19 Response grant.
Budget Considerations: The total amount of the grant for one year is $123,206.00. No match is
required.

RESOLUTION NO.
A RESOLUTION APPROVING CONTRACT BETWEEN
THE CITY OF PORT ARTHUR AND DEPARTMENT OF
STATE HEALTH SERVICES FOR THE COVID-19
RESPONSE GRANT IN THE NOT TO EXCEED AMOUNT
OF $123, 206.00. THE CONTRACT EXPIRES MARCH 15,
2021.
WHEREAS, Coronavirus disease (COVID-19) has caused an outbreak of
respiratory illness worldwide; and
WHEREAS, the Department of State Health Services is providing funding for a
COVID-19 response; and
WHEREAS, this will allow the health department to perform activities that is
intended to slow the spread of transmission, minimize morbidity and mortality and ensure
integration of community mitigation interventions.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR:
Section 1. That,the facts and opinions are true and correct.
Section 2. That, the City Council of the City of Port Arthur hereby approves
the contract amendment between the City of Port Arthur and the Department of State
Health Services for the Public Health Preparedness Program.
Section 3. That, the City Council deems it is in the best interest of the City to
approve and authorize the City Manager and the Director of the City's Health
Department to execute the contract amendment between the Department of State Health
Services and the City of Port Arthur, TX in substantially the same form as attached hereto
as Exhibit"A".

Minutes of the City Council.
