RECOMMENDATION:
I recommend O~ Council adopt Proposed Resolution 11934 authorizing the award
of bids and contracts to sub-contractors for the Housing Programs New Construction
activities.
A formal bid process was conducted with request for bids for the various components of
construction. Advertisement was made in the news media, and Invitation letters were
mailed to contractors of the area.
The various components of construction and contractors are as follows:
Vinyl Siding - Bailey's Vinyl Siding
Brick Masonry - Frank Mull
Plumbing ZnstallaUon - Rumm Plumbing
The attached resolution awards these contracts to the lowest responsible bidders who
complied with the bid specifications,
Attached is the list of contractors that were mailed and/or delivered the bid specifications.
A variety of ten (10) house plans will be used ranging from 2 - 4 bedrooms and $47,000
to $85,000, (900 to 1800 sq. ft. living ama). It is anticipated that twenty (20) new
homes will be constructed over the next twelve (12) months. Rfteen (15) clients have
been Identlf~:~l and are waiting for a new construction home. The City is obligated to
providing safe, decent, sanitary and affordable housing to eligible Iow to moderate-income
individuals and families, (80% MR).

The 2001 Housing Activities Program Income and HOME Program will provide funding.

Housing AdminisLration staff will be responsible for administering the contracts.

CONTRACTS FOR VINYL SZDZNG, BRZCK MASONRY
AND PLUMBTNG ~NSTALLATZON FOR THE HOUSTNG
ASSTSTANCE DZVZSTON NEW CONSTRUCTZON A~ES.
WHEREAS, The Ob/is obligated to provide safe, decent, sanitary and affordable
housing to qualified individuals and families; and,
WHEREAS, a formal bid process was conducted with request for bids for the
various components of construction; and,
WHEREAS, a copy of the bid tabulation sheets are attached hereto as
Exhibit ~A~ which include pdcing for a vadety of ten (10) house plans that will be used to
construct a minimum of twenty (20) new homes over the next twelve (12) months; and,
WHEREAS, fifteen (15) clients have been identified and are waiting for a new
construction home; and,
WHEREAS, the City approves of the award of these contracts to the lowest
responsible bidder who complied with the bid specificaUons; now, therefore,
BE 11' RESOLVED BY THE CTTY COUNCZL OF THE CITY OF PORT ARTHUR:
THAT the City hereby awards contracts to the following companies:
Housina Division New Construction Activities
Vinyl Siding - Bailey's Vinyl Siding
Bdck Masonry - Frank Mull
Plumbing Installation - Rumm Plumbing
and,
THAT the City Manager of the City of Port Arthur, is hereby authorized to
execute the contracts for the various components of new construction with the companies as
described in Exhibits ~B18" through Exhibit "B20"; and,
THAT a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.
READ, ADOPTED AND APPROVED this day of
2002 at a Regular Meeting of the City Council of the City of Port Arthur, Texas by the
