Tyler, Chief of Police--'~:~ September 25, 2002 PR# 11936 - Selective Traffic Enforcement Grant RECOMMENDATION I recommend that the City Council adopt proposed resolution # 11936 authorizing the City of Port Arthur Police Department to participate in a Selective Traffic Enforcement Grant in the amount of forty thousand dollars (40,000). BACKGROUND The Port Arthur Police Department has applied for and has been approved for a Traffic Enforcement Grant. The grant will provide Twenty six thousand dollars ($26,000) in state funds with fourteen thousand dollars ($14,000) in local funds. These funds will be used to pay overtime for Port Arthur Police Officers to conduct traffic enforcement (Speed, Safety Belts and Driving While Intoxicated), in specific areas of the city where a problem has been identified. BUDGET/FISCAL EFFECT: The budget effect will be fourteen thousand dollars ($14,000) in matching local funds, that have been budgeted in the Port Arthur Police Department 2002-2003 budget. STAFF/EMPLOYEE EFFECT: Acceptance of this grant will have no effect on staffing levels. SUMMARY: I recommend that the City Council adopt proposed resolution #11936, supporting the Port Arthur Police Department's participation in this grant. JLT:sz PR NO.11936 9/12/02 RCB Resolution NO. A RESOLUTION AUTHORIZINGTHE CITY OF PORT ARTHUR TO SUPPORT A SELECTIVE TRAFFIC ENFORCEMENT GRANT (STEP) WHICH WOULD PROVIDE FUNDS TO PAY PORT ARTHUR POLICE OFFICERS OVERTIME TO CONDUCT TRAFFIC ENFORCEMENT IN AREAS OF THE CITY WHICH ARE AT RISK FOR TRAFFIC ACCIDENTS. (Account # 001 1101 521 1200 ) WHEREAS, the City Of Port Arthur has a documented traffic safety problem with regards to Driving while Intoxicated and speed related accidents, and a high non-compliance in use of safety belts and child safety seats. WHEREAS the City Council and the City Of Port Arthur are dedicated to maintaining the highest degree of safety for the motoring Public in POrt Arthur, and WHEREAS there are funds available from the State of Texas Department of Transportation for a selective Traffic Enforcement Program (STEP) which wOuld allot funds for Port Arthur POliCe officers to work overtime during their off-duty hours in problem traffic areas to conduct traffic enforcement in order to reduce traffic accidents and the injuries and fatalities associated with these accidents, and WHEREAS this program is authorized in Chapter 723 of the Texas Transportation Code, the Traffic Safety ACt of 1967, and the Highway safety Plan for Fiscal Year 2003, NOW, THEREFORE IT BE RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1.
