COMMENTS
RECOMMENDATION:
I recommend that the City Council approve Proposed Resolution No. 11937 executing a construction
contract with Allco, Inc., of Beaumont for $4,158,410.90 for water line rehabilitation.
BACKGROUND:
This water line rehabilitation project is part of the city-wide water system improvements plan. it includes
the replacement of approximately 93,500 fee of the City's water lines with the greatest break frequency. On
August 28, 2002, the City received four (4) sealed bids for this project. Allco, Inc., of Beaumont submitted
the lowest bid for the project. Arceneaux & Gates Consulting Engineers have reviewed the bids and
recommend that the City award to Alice, Inc. of Beaumont. The bid results are as follows:

BUDGET/FISCAL EFFECT:
Funds for the Water Improvement Projects are budgeted in the City Water & Sewer CIP Fund No. 427-
1626-532.85-00. This project is budgeted at $4,500,000. The low bid of$4,158,410.90 is 7.5% below the
budgeted amount. The Engineer's Estimate was approximately $5.4 million. Various alternates for material
substitution were bid in order to determine the lowest and best possibility. Alternate F was selected due to
the considerable savings ($209,115.50). Alternate F substitutes PVC pipe in place of HDPE pipe in one
location along S.H. 87 toward Sabine. HDPE was specified in the base bid because in the long open area
along S. H. 87, it was expected that HDPE would be less expensive. However PVC pipe was bid less by all
contractors. PVC pipe is a good material selection in this application. Please note that Allco's bid was
lo,vest in each alternate as well as the base bid.
STAFF/EMPLOYEE EFFECT:
City staffwill monitor this contract.
SUMMARY:
I recommend that the City Council approve Proposed Resolution No. 11937 authorizing execution of a
construction contract with Allco, Inc.

WHEREAS, the City of Port Arthur advertised and received bids from contractors for water main
improvements; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT, the City Council of the City of Port Arthur hereby awards the contract for water main
improvements with Alternate "F" to the lowest bidder to-wit: Allco, Inc., of Beaumont, Texas; and,
THAT the City Manager of the City of Port Arthur is hereby authorized to execute on behalf of
the City of Port Arthur a contract between the City of Port Arthur and Allco, Inc., in the amount of
$4,158,410.90 a copy attached hereto as Exhibit "A"; and,
THAT a copy of engineer's recommendation for awarding the contract to the lowest responsible
bidder is attached hereto as Exhibit" B"; and,
THAT the said contract is an exact duplicate of a City Standard Form contract except for the
changes (if any) shown in the Certificate of Standard for Contract, a copy of which is attached hereto as
Exhibit "C", and said changes are hereby approved; and,
THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.

City Of Port Arthur Water Line Rehabilitation
Job No. 01-CPA-230 [Construction Phase No. 01-CPA-231]
Dear Mr. Shepherd:
On August 28, 2002 the City of Port Arthur received four (4) sealed bids for the construction
project named above. Representatives of our firm and the City conducted the mandatory
Pre-Bid meeting for this project. All firms that submitted bids were confirmed present at the
Pre-Bid meeting. The bids were opened in our presence on August 28, 2002, and the results
read aloud in the public bid opening. AIIco, Inc. of Beaumont, Texas, submitted the lowest
Total Amount Bid. The Total Amount Bid, without Alternates was $4,367,526.40. There were
a total of eight Alternates provided on the bid. Each of the eight alternates involved
substitution of material only in order to obtain the greatest savings for the City of Port Arthur.
The bids were analyzed for all possible combinations of alternates and it was found that
AIIco, Inc. submitted the lowest, responsive Bid for all possible combinations (Total Amount
Bid plus any combination of Alternates and/or Substitutions). A copy of the certified Bid
Tabulation is enclosed for your information.
We have reviewed the bids along with the alternates and determined that acceptance of
Alternate "F" will provide the best value to the City. Alternate "F" substitutes C900 Polyvinyl
Chloride (PVC) pipe for High-Density Polyethylene pipe (HDPE), including the associated
valves and fittings, and will result in a $209,115.50 deduction in the Total Amount Bid by the
Iow Bidder. The following is a summary of the Total Amount Bid including Alternate "F":

We conducted a brief verification of the qualification statement prepared by the Iow bidder
and find no discrepancies in the information submitted. We therefore recommend that the
City award this contract to AIIco, Inc., the lowest responsive bidder on the basis of the Total
Amount Bid including Alternate "F" in the amount of $4,158,410.90. Should you have any
