TO: Stephen Fitzgibbons, City Manager FROM: Kelly Eldridge, Director of Utility Operations J~~k~, DATE: February 7, 2008 SUBJECT: Proposed Resolution No. 1447 COMMENTS RECOMMENDATION I recommend that the City Council approve Proposed Resolution No. 14547 authorizing the execution of a contract with C1eanServe Inc., of Alvin, Texas, in the amount of $43,625.00 for the Cleaning and Television Inspection of Sanitary Sewer System. BACKGROUND This project will provide for the cleaning and television inspection of sanitary sewers for our last Phase I project and the beginning of our Phase II projects. Two lines are scheduled for this procedure which will determine the best method of rehabilitation. We expect non-conventional rehabilitation 'methods will be our best option for these line segments. On 7anuary 23, 2008; we opened three bids for this work. C1eanServe Inc., of Alvin, Texas, submitted the lowest bid meeting the requirements of our advertised specifications and is therefore recommended for award. In a telephone call this morning, the TWDB stated that an approval letter is forthcoming. BUDGET/FISCAL EFFECT We estimated this project at $40,000 to $50,000: The TWDB has approved this project for funding under their bond program, and funds are available in Fund No. 426-1625-532.33-00, Project No. 426011. STAFF/EMPLOYEE EFFECT City staff will monitor this contract. SUMMARY I recommend that the City Council approve Proposed Resolution No. 14547 authorizing the execution of a contract with C1eanServe Inc., of Alvin, Texas, in the amount of $43,625.00 for the Cleaning and Television Inspection of Sanitary Sewer System. A RESOLUTION AWARDING A CONTRACT AND AUTHORIZNG THE EXECUTION OF SAID CONTRACT IN THE P,rMOUi`1T OF $43,625.00 FOR THE CLEANING AND TELEVISION INSPECTION OF SANITARY SEWER SYSTEM BETWEEN THE CITY OF PORT ARTHURAND CLEAhISERVE, INC., OF ALVIN, TEXAS. ACCOUNT N0.426-1625-X32.54-00, PROJECT NO. 426011. WHEREAS, the City is currently under an Agreed Order with the TCEQ to analyze and rehabilitate its sanitary sewer system; and, WHEREAS, two sanitary sewer lines require cleaning and television inspection services to be performed to determine the best rehabilitation method; and, WHEREAS, the City of Port Arthur advertised and received three bids from contractors for the cleaning and television inspection of sanitary sewer system; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the City Council, of the City of Port Arthur hereby awards the contract for the cleaning and television inspection of sanitary sewer system to the lowest bidder to-wit; CleanServe, Inc., of Alvin, Texas; and, THAT the City Manager of the City of Port Arthur is hereby authorized to execute on behalf of the City of Port Arthur a contract beriveen the City of Port Arthur. and C1eanServe, Inc. in the amount of 543,62d.00, a copy attached hereto as Exhibit "A"; and, THAT a copy of the Bid Tabulation is attached hereto as Exhibit "B"; and; THAT the contractor shall not proceed on any phase or segment ofthis work until aNotice to Proceed is issued; and, THAT the said contract is an exact duplicate of a City Standazd Form contract except for the changes (if any) shown in the Certificate of Standard Form Contract, a copy of which is attached ~P.R.
