RECOMMENDATION:
It is recommended that the City Council adopt Proposed Resolution No. 11944
authorizing the City Manager to execute an Interlocal Contract with the City of
Beaumont, Jefferson County, Jasper County, and the Orange County District Attorney's
Office to secure funding from the State of Texas Automobile Theft Prevention Authority
for operation of the Southeast Texas Auto Theft Task Force.
BACKGROUND:
The Port Arthur Police Department is a member of the Southeast Texas Auto Theft Task
Force. The City of Beaumont Police Department is the Grantee. Annually, the
participating entities must sign an Interlocal Contract to obtain funding from the State of
Texas Automobile Theft Prevention Authority. The City Council must authorize the City
Manager to enter into the Interlocal Contract so that the Port Arthur Police Department
may remain a member of the Task Force.
BUDGETARY/FISCAL EFFECT:
This contract requires a match of $2.1,133 from the City of Port Arthur. This
grant funds the' salary of one detective, including the benefit package in the
amount of $62,629. Additionally, the police department leases a vehicle to the Task
Force for the detective's use. The City of Port Arthur receives revenue of $600 per
month by leasing the vehicle to the Task Force.
STAFFING/EMPLOYEE EFFECT:
The acceptance of this recommendation will have no effect on staffing. The Police
Department is recommending a renewal of the same contract as last year.
SUMMARY:
It is recommended that the City Council adopt Proposed Resolution No. 11944
authorizing the City Manager to execute an Interlocal contract xvith the City of
Beaumont, Jefferson County, Jasper County and the Orange County District Attorney's
Office to secure funding from the State of Texas Automobile Theft Prevention authority

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN
INTERLOCAL CONTRACT WITH THE CITY OF BEAUMONT, JEFFERSON
COUNTY, JASPER COUNTY, AND THE ORANGE COUNTY DISTRICT
ATTORNEY'S OFFICE TO SECURE GRANT FUNDING FROM THE STATE
OF TEXAS AUTOMOBILE THEFT PREVENTION AUTHORITY FOR
OPERATION OF THE SOUTHEAST TEXAS AUTO THEFT TASK FORCE
WHEREAS, the Port Arthur City Council desires to enter into an Interlocal
Contract with the City of Beaumont (as grant holder), Jefferson County, Jasper
County, and the Orange County District Attorney's Office for the purpose of
securing grant funding from the Automobile Theft Prevention authority of the State
of Texas for operation of the Southeast Texas Auto Theft Task Force for the period
of September 1, 2002 through August 31, 2003, copy attached as Exhibit "A".
WHEREAS, the grant funds are $516,892 from the Automobile Theft Prevention
Authority of the State of Texas, and
WHEREAS, the City svill be required to contribute $21,133 in matching funds or in
kind contributions
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR, TEXAS:
Section 1. The facts and opinions in the preamble are true and correct.
Section 2. That the City Council of the City of Port Arthur hereby
authorized the City Manager to execute an Interlocal Contract with the City of
Beaumont (as grant holder), Jefferson County, Jasper County, and the Orange
County District Attorney's office for the purpose of securing grant funding from the
State of Texas Automobile Theft Prevention authority for operation of the Southeast
Texas Auto Theft Task Force for the period of August 31, 2002 through August 31,
2003, copy attached as Exhibit "A".
Section 3. That a copy of the Resolution be spread upon the minutes of the
City Council.
