Introduction: The intent of this Agenda Item is to authorize the City Manager to execute Change Order No. 2 from A&A Electric Co., LLC of Beaumont,Texas which increases the contract amount by$6,517.00 from the original contract amount of$424,944.00 to the new contract amount of$431,461.00. Background: Pursuant to Resolution No. 19-503, A&A Electric, LLC of Beaumont, Texas was awarded the project for the installation of a new Generac Generator SG0625 625KW to provide emergency back-up power to City Hall during electrical outages. During the installation of new wiring inside the underground electrical vault, it was discovered that Entergy of Texas has an extremely high voltage electrical grid inside as well. Entergy's system provides electrical service not only to City Hall and the adjoining Annex Building, but also to the Development Services Building,the US Post Office and the Transit Building. Entergy is requiring that the feeds for City Hall,the Annex Building,and the Transit Building,which are of a lower voltage,be removed from their grid and isolated as its own electrical leg. Change Order No.2 allows for the re-routing and isolation of these feeds according to the Standards outlined by Entergy. Change Order No. 2 increases the contract amount by $6,517.00 from the original contract amount of$424,944.00 to the new contract amount of$431,461.00. Budget Impact: Change Order No.2 impacts funds in the Capital Improvement Account No. 625-1801-531.92-06. Recommendation: It is recommended that the City of Port Arthur City Council approve PR 21376 with A&A Electric Co., LLC of Beaumont, Texas authorizing the City Manager to execute Change Order No. 2 for the re-routing and isolation of the electrical feeds according to Entergy Standards which increases the contract amount by $6,517.00 from the original contract amount of$424,944.00 to the new contract amount of$431,461.00. Port Arthur City Council, under Resolution 19-503, authorized the purchase of a new natural gas powered Generac Generator SG0625 625KW to replace the outdated existing generator that was failing. A&A Electric of Beaumont, Texas has been contracted to replace the generator. A&A Electric began work on April 6, 2020 inside the underground electrical vault located on the west side of the City Hall and Annex Building courtyard. New wiring was pulled through the vault. It was determined that Entergy, the local electrical utility company, had a high voltage electrical system inside the vault that needed to be de-energized to complete the electrical connections. This high voltage electrical system can only be maintained by qualified Entergy personnel. This system contains"legs"that provide power to City Hall, the Annex Building, the Development Services Building, Transit and the US Post Office. Entergy has requested that the City comply with its new electrical standards that require City owned electrical feed lines be removed and isolated from its grid. So, in conjunction with Entergy, A&A Electric will remove, re-route and isolate those electrical lines that feed City Hall, the Annex Building, the Development Services Building and Transit on Saturday, April 25, 2020. These areas will be without electrical power for approximately 10 hours starting at 8:00 am. The existing generator that will be used for temporary emergency power until the new one is in place will be connected at that time. A&A Electric has coordinated the participation of various entities and equipment providers to insure a safe and timely completion before the beginning of Hurricane Season on June 1, 2020. It is imperative that A&A Electric be allowed to proceed as planned since a delay can create a hazardous situation. A&A Electric of Beaumont, Texas has submitted Change Order No. 2 to address the removal, re- routing, and isolation of City owned electrical feed lines in the amount of$6,517.00. This Change Order increases the original contract amount from$424,944.00 to the new contract amount of$431,461.00. The funds are available in the Capital Improvements Account No. 625-1801-531.92-06. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER NO. 2 TO THE CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND A&A ELECTRIC CO., LLC OF BEAUMONT, TEXAS FOR RE-ROUTING AND ISOLATION OF HIGH VOLTAGE ELECTRICAL SERVICE INSIDE THE UNDERGROUND VAULT PER ENTERGY OF TEXAS STANDARDS THAT INCREASES THE CONTRACT AMOUNT BY $6,517.33 FROM THE ORIGINAL CONTRACT AMOUNT OF $424,944.00 TO THE NEW CONTRACT AMOUNT OF $431,461.33. FUNDING IS AVAILABLE IN THE CAPITAL IMPROVEMENTS ACCOUNT NO. 625-1801-531.92-06. WHEREAS, pursuant to Resolution No. 19-503, the City of Port Arthur's City Council authorized the City Manager to purchase a Generac SG0625 625KW Natural Gas Generator through the BuyBoard Cooperative Purchasing Program from Waukesha- Pearce Industries, Inc.; and, WHEREAS, pursuant to Resolution No. 20-099 the City of Port Arthur's City Council approved Change Order #1 in the amount of $52,888.00 for the elevation of the new replacement gas generator and the re-location and re-installation of the old diesel generator to provide temporary power to City Hall during the upgrade process; and, WHEREAS, Entergy of Texas has established a high voltage electrical system inside the underground electrical vault, located on the west side of City Hall, and is requiring that the City remove and isolate feeds to City Hall, the Annex Building, the Development Services Building, and the Transit Building; WHEREAS, A&A Electric Co., LLC of Beaumont, Texas has submitted Change Order #2 in the amount of $6,517.00 for removal, re-routing and isolation of electrical PR No. 21376 4/23/2020 mje Page 2 of 3 legs from Entergy's high voltage grid that fall under the City's responsibility, See Exhibit A; and, WHEREAS, Change Order #2 will increase the contract amount by $6,517.00 from the original contract amount of $424,944.00 to the new contract amount of $431,461.00; and, WHEREAS, Change Order No. 2 is herein deemed an appropriate action; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct; and, THAT, Change Order No. 2 is herein approved and the City Manager is authorized to execute said Change Order No. 1 to the contract between the City of Port Arthur and A&A Electric Co., LLC of Beaumont, Texas; and THAT, Change Order No. 2, submitted by A&A Electric Co., LLC of Beaumont, Texas will increase the contract amount by $6,517.00 from the original contract amount of $424,944.00 to the new contract amount of $431,461.00; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
