RECOMMENDA'r~ON
It is recommended that the City Council approve Proposed Resolution No. 11954, directing
the staff to proceed with construction of the Hike and Bike Trail on Thomas Boulevard
from Houston Avenue to Woodworth Boulevard. Funding is available in FY 2003 Budget,
Account No. 301-1601-591.89-00, CIP 507.
BACKGROUND
The City of Port Arthur applied for ISTEA funding in 1994 for a Hike and Bike Trail system
in the central part of the city centered around Barbara .lacket Park. An 80/20 grant in the
amount of $80,000 was secured from the Texas Department of Transportation. The City
entered into a contract with Fitzz and Shipman Consulting Engineers for the project
design.
Al=cer numerous reviews and changes to standards, specifications and project scope,
TxDOT recently approved the project plans and specifications. Prior to bidding the
project, it will be necessary to enter into a construction phase services contract with the
project's design engineer.
BUDGETARY/F]~SCAL EFFECT
Funding is available in Account No. 301-1601-591.89-00, CIP 507 with an unencumbered
balance of approximately $129,000. Any additional funding required in Account No. 301-
1601-591.89-00, C/P 507 will need to be considered at the appropriate time.
STAFFZNG/EMPLOYEE EFFECT
None.
SUMMARY

WHEREAS, the City of Port Arthur first applied for [STEA funding in 1994 for
a Hike and Bike Trail system in the central part of the city and centered around
Barbara .lacket Park; and,
WHEREAS, the City of Port Arthur was successful in securing an 80/20
grant from the Texas Department of Transportation in the amount of $80,000, and
thereafter entered into a project design contract with Fitzz and Shipman Consulting
Engineers; and,
WHEREAS, the City of Port Arthur has recently received approval of the
project plans and specifications from TxDOT for a project along Thomas Boulevard
from Houston Avenue to Woodworth Boulevard; and,
WHEREAS, it will be necessary to enter into a construction phase services
contract with the project's design engineer to manage the construction of the
project; now, therefore,
BE iT RESOLVED BY THE C];TY COUNCIL OF THE CiTY OF PORT
ARTHUR, TEXAS:
THAT the City Council of the City of Port Arthur hereby directs the City Staff
tO proceed with all necessary procedures for the construction of the proposed Hike
and Bike Trail along Thomas Boulevard from Houston Avenue to Woodworth
