RECOMMENDATION:
The Fire Department recommends that the City Council approve the purchase of hazardous materials training
props from Garner Enviroomental of Port Arthur, Texas in the amount of $16,000.00.
BACKGROUND:
These training props will be used by the Fire Department in training its personnel in the handling of hazardous
materials responses by giving hands-on training. This purchase is 80% funded by the 2007 Assistance to
Firefighters Grant approved by City Council at the September 11, 2007 City Council Meeting:
The hazardous materials training props will consist of the following six (6) modules:
1. Chlorine Pressure Rail Car Training Dome Simulator
Z. One Ton Intermediate Bulk Pressure Cylinder Simulator
3. 150 Tbs. Pressure Cylinder Training Simulator
4. MC306/TC406/DOT 406/Training Simulator
5. Pipeline Leak Training Simulator
6. Portable Leak Training Simulator
The Fire Department was only able to identify two vendors that could.manufacture these specialized training aids.
Quotes were solicited from the following vendors:
Garner Environmental of Port Arthur, Texas $16,000.00
AID. Inc. of the State of Delaware $13,100.00*
* AID, Inc. did not meet specifications; tke quote did not. include items 4, 5, and 6 .
BUDGET/FTSCAL EFFECT:
- Funds are available in account # 107-1118-521.92-OQ Project Number PS 0008 for this purchase.
STAFFING/EMPLOYEE EFFECT:
None -
