Security Products.
RECOMMENDATIONS:
The Police Department recommends the City Council purchase thirty-five (35) MII Flash cams
from Northland Security Products (Moorhead, MN.) for a total of $44,131 which includes
freight.
The City of Port Arthur Police Department has been awarded aBuffer-Zone Protection Grant.
by the Unifed States Department of Homeland defense for Valero Refinery. The grant dictates
that hand-held thermal imaging is purchased for the purpose of protecting critical
infrastructure within the limits of the City of Port Arthur. This procurement is exempt from the
bid process under Texas Local Government Code Section 252.022, General Exemptions (7A), and a
procurement of items that are available from only one source, including items that are available from
one source because of patents, copyrights, secret processes, or natural monopolies.

BUDGET/FISCAL EFFECT:
The above described BZPP grant has provided $179,500 for re-imbursement to account
# 107-118-521.92 (Project # PS0605). The items will be purchased from Northland Security
Products (Moorhead, MN.) for a total of $44,131.
STAFF/EMPLOYEE EFFECT:
None.
SUMMARY:
The Police Department recommends the City Council purchase thirty-five (35) MII Flash cams
from Northland Security Products (Moorhead, MN.) for a total of $44,131 which includes
freight.
