Introduction:
The intent of this Agenda Item is to seek the City Council's authorization for the City Manager
to enter into Community Development Block Grant interoffice and non-profit grant agreements
for program year 2020.
Background:
The Department of Housing and Urban Development has awarded funding in the amount of
$1,152,703 for the 2020 Community Development Block Grant program.
Budget Impact:
Community Development Block Grant program is the only funding source.
Recommendation:
The intent of this Agenda Item is to seek the City Council's authorization for the City Manager
to enter into Community Development Block Grant interoffice and non-profit grant agreements
for program year 2020.

RESOLUTION NUMBER
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO FOUR (4)
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) INTEROFFICE
AGREEMENTS WITH HOUSING ASSISTANCE FOR HOUSING PROGRAMS,
HOUSING ASSISTANCE FOR ADMINISTRATION, GRANTS MANAGEMENT, AND
PUBLIC WORKS. THE RESOLUTION WILL ALSO AUTHORIZE THE CITY
MANAGER TO ENTER INTO SUB-RECIPIENT AGREEMENTS WITH NINE(9)NON-
PROFIT ORGANIZATIONS FOR PUBLIC SERVICE ACTIVITIES THAT BENEFIT
LOW AND MODERATE-INCOME RESIDENTS. THE THIRTEEN (13)
AGREEMENTS WILL TOTAL $1,152,703 AND FUNDED WITH CDBG FROM THE
2020 PROGRAM YEAR.
WHEREAS, the nine (9)public services organizations are chartered as Texas non-profit
corporations that are organized to serve the needs of the citizens in the community; and,
WHEREAS, the interoffice agreements with Housing Assistance for housing programs,
Housing Assistance for administration, Grants Management, and Public Works will serve the
needs of the low to moderate-income residents of Port Arthur; and,
WHEREAS,the Department of Housing and Urban Development has awarded funding
to the City in the amount of$1,152,703 pursuant to the Housing and Development Act of 1974
for the primary benefit of low and moderate income persons; and,
WHEREAS, the City Council now finds it desirable and appropriate to provide funds in
the amount of$172,900, being $15,000 for Program of Health Excellence; $27,000 for Legacy
CDC; $20,000 for Nutrition and Services for Seniors; $6,000 for IBN Sina Foundation; $12,000
for Willie Carter Community Outreach; $9,900 for First Baptist Outreach Center; $3,000 for
Liberty Heights; $40,000 for Catholic Charities; and $40,000 for Port Cities Rescue Mission to
benefit low and moderate income residents of the City; and,
WHEREAS, interoffice agreements total $979,803 and includes Downtown Housing
Revitalization Program Payment for$100,000; Down payment and Closing Cost Assistance for
$200,000; and Housing Administration in the amount of$180,000; Grants Management
Administration in the amount of$80,000 and; Public Works street reconstruction for$301,870;
and Public Works Sidewalk repair/ADA compliance for$117,933; and,
WHEREAS,the City Council by its adoption of Resolution Number 20-108 (authorizing
submission of a 46th Year Consolidated Plan), has obligated itself to provide financial assistance
to Port Arthur non-profit organizations and City divisions listed; and,
WHEREAS, the City Council is required to designate an official to sign all documents in
connection with amendments to the applications and grant agreements; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT the City Manager is authorized to execute contracts between the nine (9) public
service organizations in the amount of One Hundred Seventy-Two Thousand Nine Hundred
Dollars ($172,900) and four(4) City departments in the amount of Nine Hundred Seventy-Nine
Thousand Eight Hundred and Three Dollars ($979,803) for the proposal outlined herein, in
substantially the same form as Exhibits 1-13.
THAT said contracts are exact duplicates of the federally funded Community
Development Block Grant sub-recipient contract, which are the standard contracts that the City
will be using, and is hereby incorporated by reference, and said changes are hereby approved.
THAT a copy of the caption of this Resolution be spread upon the minutes of the City
Council.
