RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO AMEND
THE EMERGENCY CONSULTING SERVICES CONTRACT WITH
ARDURRA GROUP, LLC RELATING TO THE COVID-19 PANDEMIC
FOR ADDITIONAL COMPENSATION OF $25,000.00 TO A NEW TOTAL
NOT TO EXCEED AMOUNT OF $50,000.00; FUNDING IS AVAILABLE
IN THE CITY MANAGER'S CONTINGENCY ACCOUNT NO. 001-1003-
512.59-00 PROJECT NO. M97903
WHEREAS, on April 16, 2020, the City Manager executed a contract with Ardurra
Group, LLC, under his authority for emergency services relating to the COVID-19 pandemic in
an amount not to exceed $25,000.00; and
WHEREAS, in furtherance of the impact and effects of COVID-19 and in order to
maximize the City of Port Arthur's financial recovery, Ardurra Group is now requesting to
increase the funding to an amount not to exceed $50,000.00; and
WHEREAS, Section 252.021(a) of the Texas Local Government Code provided that
contracts of more than $50,000.00 must bid unless there is an exception to the bid requirement;
and
WHEREAS, Sections 252.022(a)(2) and 252.022(a)(4) of the Texas Local Government
Code has provides the applicable exceptions for the proposed expenditure.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Manager is hereby authorized and directed to execute an
amendment to the contract with Ardurra Group, LLC, in substantially the same form, attached
hereto as Exhibit "A", by increasing the contract amount for additional emergency consulting
services in the amount of$25,000.00 for a new contract amount not to exceed $50,000.00.
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.

Re: COVID19 Contract Amendment Request
Dear Mr. Burton,
Pursuant to our discussion and update relative to the COVID19 project assistance provided by
Ardurra, please find herein authorization for an amendment to the contract for additional
compensation.
The original contract value was capped at$25,000.00. Per our discussion, an additional $25,000
is requested. The contract term set to expire July 17, 2020 remains in effect.
Thank you for your continued level of confidence and partnership. We are committed to serving
Port Arthur throughout the disaster need.

In furtherance of the impact and effects of COVID19 and in order to maximize the City of Port
Arthur's financial recovery, the following amendment to the above contract between the City of
Port Arthur through its City Manager and Ardurra Group, LLC to perform emergency consulting
services in connection with COVID19 and the related disaster is authorized:
Section 8:
The Not To Exceed amount of$25,000.00 is hereby amended to a Not To Exceed amount of
$50,000.00.
