RE: P.R. NO. 21466—A resolution appointing a member to the Planning and
Zoning Commission
Introduction:
This Agenda Item intends to seek the City Council's approval for P.R. NO. 21466, appointing
a member to the Planning and Zoning Commission of the City of Port Arthur, pursuant to
Article XI, Section I, of the Charter of the City of Port Arthur, for a term expiring on October
30, 2021.
The appointment will fill the vacancy created by the death of Inell R. Moore and shall serve
out the unexpired term,
Background:
In accordance with Article XI, Section I, the City Planning and Zoning Commission shall be
composed of five (5) members and appointed for a term of one, two, three, four and five
years, respectively, and annually thereafter one member shall be appointed for the term of
five (5)years. Members of the City Planning and Zoning Commission shall be appointed by
a majority vote of the members of the City Council and may be removed for cause at any
time.
Previously, this position was held by Inell R. Moore. Ms. Moore was first appointed to the
Planning & Zoning Commission on June 5, 1972 by Resolution No. 72-52. She diligently
served on the Commission for forty-eight (48) years without disruption.
Budget Consideration:
None
Recommendation:
It is recommended that City Council approve P.R. No. 21466 appointing a member to the
Planning and Zoning Commission of the City of Port Arthur, pursuant to Article XI, Section I,
of the Charter of the City of Port Arthur, for a term expiring on October 30, 2021.

RESOLUTION NO.
A RESOLUTION APPOINTING A MEMBER TO THE PLANNING AND ZONING
COMMISSION OF THE CITY OF PORT ARTHUR, AND WHOSE TERM SHALL
EXPIRE OCTOBER 30, 2021.
WHEREAS, there is a vacancy on the Planning and Zoning Commission created by the death of
Inell R. Moore; and,
WHEREAS, pursuant to Section 1 of Article XI of the Charter of the City of Port Arthur, it is necessary
to fill this unexpired term.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That is hereby appointed to serve as a member of the
Planning and Zoning Commission to fill the vacancy created by the death of Inell R. Moore and shall serve
out the unexpired term until October 30, 2021.
Section 3. That in accordance with Resolution No. 98-157, these appointees shall immediately
contact the City Secretary's Office and be sworn in, receive a copy of the Charter, the Zoning Ordinance, and
attend an orientation seminar.
Section 4. That this Resolution shall be effective immediately.
Section 5. That a copy of this Resolution be spread upon the Minutes of the City Council.
