The quoted price of $90,624.00 is based on BuyBoard pricing. Waukesha-Pearce Industries Inc. will deliver and install the generator. Background: Public Works is implementing a program to place a generator to all the pump stations (7) in the City of Port Arthur. These generators are essential because when a storm hits an area, it is usually accompanied with power outages and our main pumps runs on electricity. The main pumps for the city runs on electricity and our back-up pumps run on diesel. As a new standard, the city would like to back-up the back-up pumps to further insure that we do everything possible to pump the water out of the low lying areas of the city. We would like to start the pump generator program at El Vista pump station. The electricity in this area is prone to power outages and it would help this area the most to have a generator to power the main pumps. Budget Impact: Funds are available in Motor Vehicles/Drainage Account no. 625-1801-531.93-04 Recommendation: It is recommended that the City of Port Arthur City Council approve PR 21445 authorizing the City Manager to purchase 200KW Diesel Generator from Waukesha Pearce Industries Inc.of Houston,Texas for the Pump Station at El Vista. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE A 200KW DIESEL GENERATOR FROM WAUKESHA PEARCE INDUSTRIES INC. OF HOUSTON, TEXAS FOR THE PUMP STATION AT EL VISTA THROUGH BUYBOARD CONTRACT NO. 597-19 FOR THE PUBLIC WORKS DEPARTMENT DRAINAGE DIVISION IN THE AMOUNT OF $90,624.00. FUNDING IS AVAILABLE IN MOTOR VEHICLES/DRAINAGE ACCOUNT NUMBER 625-1801-531-93- 04. WHEREAS, the Public Works Department is implementing a program in the drainage division to place a generator to all the pump stations (7) in the City of Port Arthur; and, WHEREAS, the pump stations in the city are both electrical and diesel pumps, the diesel pumps are back-up pumps for when there are power outages in the city. As a new standard the city would like to back-up the back-up pumps and have generators to power the main pumps; and, WHEREAS, the Public Works Department is recommending that City Council authorize the City Manager to purchase a 200KW Diesel Generator from Waukesha Pearce Industries Inc. of Houston, Texas for the El Vista Pump Station first because this area seems to be prone to power outages and it would greatly help this area to have a generator to power the main pumps; and, WHEREAS, funding is available at Drainage Maintenance account number 001- 1204-531.31-00; and, PR No. 21445 6/16/2020 ace Page 2 of 4 WHEREAS, Chapter 271 of the Texas Government Code allows a city, by resolution of its governing body, to participate in cooperative purchasing programs, such as Texas Buyboard, as an alternative to formal bid process; and, WHEREAS, pursuant to Resolution No. 02-341, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with Texas BuyBoard; and, WHEREAS, Waukesha Pearce Industries Inc. of Houston, Texas is an approved vendor through BuyBoard Cooperative Purchasing Program; and, WHEREAS, a copy of the contract pricing worksheet for the equipment is attached as Exhibit "A"; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct; and, THAT, the City Manager is authorized to a purchase 200KW Diesel Generator from Waukesha Pearce Industries Inc. of Houston, Texas through BuyBoard Cooperative Program Contract No. 597-19 in the amount of $90,624.00; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
