Introduction: The intent of this Agenda Item is to authorize the City Manager to install IMRON Mercury access control system for City Hall and Annex Building. MHC Datacomm proposed a price of$25,000 to replace the currently outdated software that works sometimes to IMRON Mercury system. Background: Development Services contracted MHC Datacomm to put access control and cameras on their new state of the art building. When they contracted access controls for Development Services (DS) they have left over access controls that City Hall and Annex can utilize. Having the same system for all the buildings downtown standardizes the system into one and will allow for one access badge for all three buildings. When the City solicited bids for this building we wanted to be able to standardize access control and to replace the currently outdated system. One vendor(Wave)could not bid because they are not an IMRON Mercury system carrier, they would have to put City Hall and Annex in a different system which is not ideal. The other vendor (Enfocus) could not make the appointment to look at the doors and they are not a carrier for IMRON either. City Hall and Annex has to be secured and having an outdated software system that sometimes does not secure the building is unacceptable. The single door in the lobby of City Hall is the one door that gets used more than any door during Covid-19. This door is the main door that must be repaired as soon as possible. The other doors that will be repaired are the following: City Hall-Lobby Double-Doors, Human Resources inside doors (2), Human Resources back door, City Hall-Basement outside door, Annex-Lobby doors (2), Annex-back door, and the Breezeway-Annex Door. A RESOLUTION AUTHORIZING THE CITY MANAGER TO INSTALL IMRON MERCURY ACCESS CONTROL SYSTEM FOR CITY HALL AND THE ANNEX BUILDING THROUGH MHC DATACOMM FROM ORANGE, TEXAS TO REPLACE THE OUTDATED SOFTWARE WITH A PROJECTED BUDGETARY IMPACT OF $25,000. FUNDING IS AVAILABLE IN THE PUBLIC WORKS EQUIPMENT MAINTENANCE ACCOUNT NUMBER 001- 1204-531.42-00. WHEREAS, Development Services (DS) contracted MHC Datacomm to put access control and cameras on their new state of the art building; and, WHEREAS, DS contracted too many access controls for their building which City Hall and the Annex buildings can utilize; and, WHEREAS, having the same system for the buildings downtown standardizes the system into one and will allow for one access badge for all three buildings downtown; and, WHEREAS, the City solicited bids to standardize the access control and to replace the outdated system; and, WHEREAS, one vendor (Wave) could not bid because they are not an IMRON Mercury system carrier and the other vendor (Enfocus) could not make an appointment and is also not an IMRON Mercury carrier; and, WHEREAS, City Hall and the Annex buildings are required to be secured and to secure the doors in the buildings the software for the buildings must be replaced; and, WHEREAS, funding is available in the Public Works Equipment Maintenance Account number 001-1204-531.42-00; and, PR No. 21468 6/16/2020 ace Page 2 of 3 WHEREAS, MHC Datacomm of Orange Texas provided the City with a proposed price of $25,000, see Exhibit "A"; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct; and, THAT, the City Manager is authorized to install IMRON Mercury access control system for City Hall and the Annex Building through MHC Datacomm of Orange, Texas with a projected budgetary impact of $25,000; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
