O. 5290 adding Article XXII to Chapter 14 (Sections 14-682 and 14-683) of the Code of Ordinances as to create a Youth Commission. This was recommended by Councilmember Linden. It was patterned after the Youth Commission in Santa Clara, California. MTS/ts Attachment YOUTH COMMISSION The City of Santa Clara Youth Commission was established in 1995 to act in an advisory capacity providing City Council with valuable insight regarding youth and teen issues in our community. Since its inception, the 15-member Youth Commission has accomplished several goals in an effort to better serve their peers. One such goal for the Youth Commission was to raise funds in an effort to acknowledge their peers who are committed to community service and seek positive solutions to critical issues facing today's young people. Three scholarships--based on service, not on need or academic achievement-- are available to deserving high school Junior and Seniors. Additional information on the Youth Commission is as follows: Usually 2nd Tuesday of each month during the school year (September meets: through May) at 6:00 p.m. at Henry Schmidt Park, corner of Los Padres Boulevard and Saratoga Avenue Staff Liaison: Larry Wolfe, Director of Parks & Recreation (408) 615-2260 Questions & Answers Youth Commission Members What is the Youth Commission responsible for? · To act in an advisory capacity to the City of Santa Clara City Council on matters pertaining to the youth and teen population, especially as related to municipal programs and projects of the City; · Foster increased involvement in the affairs of municipal government; · Study problems and hold forums on issues, activities and concerns of Santa Clara youth; · Recommend the implementation of community programs which the Youth Commission deems desirable; · Review municipal matters referred to the Youth Commission by the City Council, or by other City of Santa Clara Commissions, and make recommendations on such matters; · Perform other related functions assigned to them by the City Council. What are some of the Youth Commissions' accomplishments? · Successfully recommended the developmedt of a Skate Park in Santa Clara, which opened in September, 1999; ,, Successfully recommended the development of a high school Teen Center, to be built in 2000; · Offer a community service scholarship to graduating high school seniors; · Established intergenerational programs for teens and senior citizens; · Co-host an annual Youth Commissioners' leadership conference; http://www.cho.ci, santa-clara, ca.us/3079.html l 0/4/02 City of Santa Clara, California, Commissions anti Board, Youth Committion ?z~!e ~ of'~ · Arrange recreation activities such as dances, trips and special events for teens; · Develop a quarterly newsletter for Santa Clara teens; · Volunteer at a variety of Cityowide sponsored events How long can I serve as a Youth Commissioner? The Youth Commission shall consist of up to fifteen members each serving a one-year term. The maximum service is four calendar years/terms. When and where are Youth Commission meetings? The Youth Commission meets on the second Tuesday of each month, September through May, at Henry Schmidt Park, located at 555 Los Padres Boulevard (at Saratoga Avenue) in Santa Clara. The meetings take place from 6:00-8:30pm What are the requirements to be a Youth Commissioner? · Applicants must be residents of the City of Santa Clara; and · Young people ages 12-19 years of age will be sought for membership; and · Members of the Youth Commission shall not hold any paid office or employment in the City of Santa Clara government; and · As a minimum, the Youth Commission membership should consist of at least one representative from each middle and high school in Santa Clara (i.e. Buchser Middle school, Cabrillo Middle School, Santa Clara High School, Wilcox High School). AN ORDINANCE ADDING ARTICLE XXII TO CHAPTER 14 (SECTIONS 14-682 and 14-683) OF THE CODE OF ORDINANCES AS TO CREATE A YOUTH COMMISSION WHEREAS, the City Council of the City of Port Arthur has decided that it is in the best interests of the citizens of the City of Port Arthur to create a Youth Commission. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the preamble are true and correct. Section 2. That Article Chapter 14 of facts and opinions in the XXII is herein added to requiring the Code of Ordinances as delineated Exhibit mA", as to create a Youth Commission. Section 3. That a copy of the caption of this Ordinance be spread upon the Minutes of the City Council. Section 4. That this Ordinance, not publication, shall be effective immediately. A Youth Commission is herein created as delineated herein. The purpose of this Advisory Commission is to do the following: (a) Act as an Advisory Committee to the City of Port Arthur City Council as it pertains to the youth and teen population, especially as related to municipal programs and projects of the City; (b) Foster increased involvement in the affairs of municipal government; (c) Study problems and hold forums on issues, activities and concerns of City of Port Arthur youth; (d) Recommend the implementation of community programs, which the Youth Commission deems desirable; (e) Review municipal matters referred to the Youth Commission by the City Council, or by other City of Port Arthur Commissions, and make recommendations on such matters; and (f) Perform other related functions assigned to them by the City Council. SECTION 14-683. The Commission shall be composed of 27 members, with each Councilmember appointing three {3) members for one (1) year terms. The members shall be appointed, if possible, from middle schools, high schools and graduates thereof who are under 22 years of age. The members shall also be Port Arthur residents. z,po5290
