BACKGROUND The City advertised a Request for Qualifications on Febniary 3 & 10, 2008 and received Statements of Qualifications on February 20, 2008 from five respondents. These submittals were reviewed by City staff and our consultant from Cazl R. Griffith & Associates, Inc., and scored using out published evaluation criteria for technical proposal, timetable of design phase, and project record/ability. Our consultant recommends the highest scorer, Arceneaux & Gates Consulting Engineers, for engineering services on this project. BUDGET/FISCAL EFFECT The Economic Development Administration has approved a $1,000,000 grant (design & construcfion) for this project. STAFF/EMPLOYEE EFFECT City staff will monitor this engineering contract. SUMMARY I recommend the approval of Proposed Resolution No. 14604 authorizing the City Manager to negotiate a contract with Arceneaux & Gates Consulting Engineers, of Port Arthur, Texas for engineering services related to the State Highway 87 South Water System Improvements Project. A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE A CONTRACT WTTH ARCENEAUX & GATES CONSULTING ENGIlVEERS FOR ENGINEERING SERVICES RELATED TO THE STATE HIGHWAY 87 WATER SYSTEM IMPROVEMENTS PROJECT. WHEREAS, the City is experiencing industrial expansion along State Highway 87 South between the West side and Sabine Pass, which will place excessive demands on our existing water system infrastnxcture;and, WHEREAS, Arceneaux & Gates Consulting Engineers performed a water distribution system study to determine and better define the need for water system improvements in order to serve these facilities while maintaining service to the Sabine Pass area; and, WHEREAS, the City has applied for and accepted a grant from the United States Economic Development Administration for such needed water system improvements; and, WHEREAS, the City of Pore Arthur has received qualification statements from five (5) firms concerning engineering services related to the State Highway 87 South Water System Improvements Project; and, WHEREAS, the City's EDA grant administrator, Cazl R. Griffith & Associates, Inc., reviewed such statements scoring each using the published Evaluative Criteria, finds that Arceneaux & Gates Consulting Engineers has the highest rating and recommends same to perform the necessary engineering on this project (See Exhibit "A"); NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the City Manager of the City of Port Arthur is hereby authorized and directed to negotiate a contract on behalf of the City of Port Arthur, with a contract amount not to exceed the P. R. No. 14604 03/05/08 Page 2 prevailing rates normally in effect for registered professional engineering contracts in the State of Texas; and, THAT. a copy of the caption of this Resolution be spread upon the Minutes of the City Council. Box 1089 Port Arthur, Texas 77641 Dead Mr. Eldridge: As you know, we met yesterday to evaluate Statements of Qualifications submitted by engineering firm's in response to the City's Request For Qualifications for the EDA-funded waterline extension project. Texas law prohibits a public entity from selecting professional engineer on the basis of a "bid;" rather, the law requires selection based on qualifications. A negotiation phase follows this qualification-based selection. Our work yesterday evaluated the qualifications on the three criteria published in the RFQ, including: 1) technical proposal (10%); 2) timetable of design phase (40%); and, 3) project record/ability (50%). The City received five responses, which were ranked as follows: 1. Arceneaux & Gates 37.3 2. PBS&J 32.4 3. CDM 30.0 4. Stazco 9.4 5. Chow Lazer 0.0 (not responsive to RFQ) Based on the results of our evaluation, I recommend the City initiate negotiations with Arceneaux & Gates. Best Regazds, ohn o son CARL .
