Description: The PACF is a $2 million fund administered by the Greater Houston Community Foundation (GHCF) at the direction of the PACF Committee. The mission of the fund is to act as a catalyst for developing the economy and the capacity of the Port Arthur community. It was shaped by a diverse group of Port Arthur citizens. who met for over 10 months and recommended the structure and priorities. The Fund supports local non-profit organizations that focus initially on the social and economic redevelopment of West Side and El Vista communities and the overall revitalization of Port Arthur making it a vibrant, appealing place to work, to raise a family and to visit. Funds may be used for operating expenses, program support, seed funding, and/or capital. They are not intended to substitute for or replace existing funding sources, including support from government, county and/or national sponsoring organizations. Grants are intended to allow chazitable organizations to make a significant impact in the community and assist a lazge number of residents of the Port Arthur area. The Fund desires that charitable organizations use this grant to attract additional funding. Application Process • Completed letters of intent and grant applications must be sent to GHCF at 4550 Post Oak Place, Suite 100, Houston, TX 77027 to be considered for funding • An electronic copy of the grant application without attachments must also be sent electronically to PACF@ghcforg • Funding selection announcements will be mailed following 60 to 90 days from submission of application. The Steering Committee will meet 3 times per calendar year to approve funding decisions Grant applications will be accepted in the following five PACF funding categories: • Neighborhood redevelopment/revitalizing • Health Services • Enterprise/Workforce development • Affordable Housing • Human Services Eligibility requirements: • Proposed programs must aligri with PACF funding categories. • Only one application per organization will be accepted within a calendar year. • Generally, no more than 25% of the organization's budget may be funded through this grant. • Motiva Enterprises employees and affiliates aze not eligible for direct funding. • Funding requests range should be between $25,000 - $100,000. 1of10 Purpose: The Port Arthur Communities Fund (PACF) was established with a two million dollar gift by Motiva Enterprises to be used as seed capital to invest in the West Side and El Vista communities and to benefit the community of Port Arthur. A list of the organization's Boazd of Directors with officer positions identified. If the project has a sepazate advisory group, these names should also be submitted. Letters of commitment from outside organizations collaborating on or duectly benefiting from the proposed project. A copy of the latest determination letter from the Internal Revenue Service. These public art activities would include a wall commemorating the historical West. Side of Port Arthur. In addition to the wall, we propose to integrate public art into the City of Port Arthur's widening and rehabilitation of Rev. Ransom Howazd Drive from Houston Avenue to Martin Luther King, Jr. Drive. We also plan to place public art in other key locations on the West Side. Councilman John Beard; working in cooperation with the Museum of Cultural Arts Co-Founder and Executive Director Reginald Adams, has provided me with a document entitled "Power of Public Art" using the community as the canvas and the city as the gallery space. This document contains examples of many,of the same types of public art we would propose to place within the historic West Side. Mr. Adams has indicated that the Museum of Cultural Arts will work with us and help coordinate the proposed wall, streetscape and other public art. Our proposed-plan would be to work closely with local community groups, churches, the Port Arthur ISD, and other civic organizations to accomplish this project. The mural was created to celebrate the 90th Anniversary of the Port of Houston. The mural was created with the assistance of 12 teenagers from the WorkSource Youth Opportunity program and more than 30 kids from the Halthause Boys and Girls Club. Twenty-five youth participants worked alongside artists, Reginald & Rhonda Adams, to design and produce the 1,200 square foot mosaic mural. The imagery for the mural depicts the young artists' concepts and ideas for what it takes to be prepared for opportunities That ultimately Heads to successful lives. Completed: 5/2004 Funded by: SPARK Park Inc. School SPARK Park Budget: $31,000 Description: Gateway entry sculpture into the SPARK Park at Harlem Elementary School. The four sided sculpture reflects the cultural diversity of Harlem Elementary School. Atop a stack of books stand two-sided representations of an African-American boy, Latino girl, Caucasian boy and Asian girl. The brilliantly colored file mosaic students are holding books on top of their heads which serve as a support for a file mosaic sign that depicts the logo for the SPARK Park program. Behind the sculpture is a shaded seating structure. Q~n the rise of the seating are handmade tiles that were glazed by students from H.arlen~ Elementary. Each file depicts career fields that students may pursue as they fulfil{ their educational experiences. The artists conducted five creativity workshops with Depelchin clients to develop the design and composition for the final imagery of the mural. During each workshop, the participants were guided through creative writing and arl making exercises which explored the dreams and aspirations that foster self-discovery. The students then created photo-collages of representing animate and inanimate objects that they felt best reflected their feelings. The collages were then painted on a 6' x 36' long canvas that currently resides in the family waiting area at the center. With over 70 countries represents on campus the project was designed to embrace and celebrate elements from each continent including: Arts, Animals, Dress, Food, Religion, Entertainment, Sports, and Architecture. The students were divided in to teams that were charged with the responsibility of researching various aspects of other culfiures. Their research composed the design for the five mosaic covered columns. The mosaic columns are located in the school cafeteria. where They are accessible to the entire student body. Twenty teenagers from the Edison Middle School designed and produced the 165 square foot the mosaic mural for the school's SPARK Park. The students researched various aspects of what they felt most represented their school in the context of the community. The mural is one of 25 additional mosaic murals that were produced with Edison students on the school campus. Davis High School Project Location: 1101 Quitman Artist~s~: Reginald Adams, Israel Barbosa, Davis High School students Completed: 1212001 Budget: $18,000 Funded by: Project Grad, Lindale Park Civic Club, the Cultural Arts Council of Houston/Harris County, Keep Houston Beautiful, Monarch Paint, HISD, State Rep. Jessica Farrar, Diana Balderas Realty and Laurie Bricker Description: The mural was created with the assistance of 25 teenagers from Jefferson Davis High School, located in Houston's Near Northside community. These design for the mural was inspired by the chain of events resulting from the tragic events of September 11, 2001. The project began the day before 9111 so the students expressed their concerns for issues such as were developed by students from Jeff Davis High School with the guidance of, public artists, Reginald Adams and Israel Barbosa. Since Sept. 10, 2001, Adams and Barbosa have worked with approximately 25 students from Davis High School to develop a mural project for the school and the community. During numerous 1 112 hour workshops, three days per week, Adams and Barbosa lead the students in dialogue about a mural design that refleei:ed the students most important concerns: Family, Culture, Communication and Education. The design above is the resufi of aver 36 hours of planning, brainstorming, research, and drawing. The students were then painted into three various exotic landscapes. Every student in the kindergarten class handpainted a ceramic tile, which comprise the borders far the painted murals. The murals are aligned along the exterior walls of the Kindergarten classrooms. As parents and visitors pass the front of the school these murals stand as a testament to the unbridled aptimisn-r and imaginations crf our youth. The students-were part of a dropout prevention prograr~~ and the art project was utilized as a motivator to keep these students in school even during afiter-school hours. Budget: $21,000 SPARK Park Description: The theme of the entryway columns is soaring to unlimited heights. Imagery around the columns depict fantasy scenes of the children fighting dragons, flying in a space shuttle and being a princess over a royal kingdom. Atop the columns rest the schools mascot, the American Bald Eagle. The eagle stands as a representation of the courage, bravery; focus and determination that are students must have to achieve their awn dreams and aspirations. The students worked alongside professional artist, Israel Barbosa and Reginald Adams to complete the handmade ceramic the mosaic mural designs. The Afrocentric style and design of the ceramic the mosaics reflects the cultural pride and connections that the center reinforces.
