RE: Proposed Resolution No. 21462—Uninterruptible Power Supply for 9-1-1
Introduction:
The intent of this request is to seek the City Council's authorization for the City Manager to
purchase an uninterruptible power supply (UPS) for the 9-1-1 Communications Center located
in the Police Department. The SETRPC 9-1-1 Network will reimburse the $36,798.94 required
to purchase the UPS and will pay for the installation costs. Funds are available in Police
Account 001-1101-521.72-00.
Background:
The building that houses the public safety departments is experiencing power issues. The
issues are related to an uninterruptible power supply (UPS)that is not adequate for the
electrical requirements of the devices that support critical areas such as the 9-1-1
Communications Center.
Recommendation:
It is recommended that City Council authorize the City Manager to purchase a UPS in the
amount of$36,798.94. The SETRPC 9-1-1 Network will reimburse the $36,798.94 and pay for
the installation. Funds are available in Police Account 001-1101-521.72-00.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE AN
UNINTERRUPTIBLE POWER SUPPLY FOR THE POLICE DEPARTMENT'S 9-1-1
COMMUNICATIONS CENTER FROM SOLID IT NETWORKS THROUGH THE
BUYBOARD COOPERATIVE PURCHASING PROGRAM IN THE AMOUNT OF
$36,798.94, WITH SAID PURCHASE TO BE REIMBURSED BY SETRPC 9-1-1
NETWORK. FUNDING IN THE POLICE DEPARTMENT ACCOUNT NO. 001-1101-
521.72-00.
WHEREAS, the 9-1-1 Communications Center provides a critical service to the
community; and
WHEREAS, the current uninterruptible power supply (UPS) is inadequate for the
electrical power needs of devices required to support the 9-1-1 services; and
WHEREAS, Chapter 271 of the Texas Government Code allows a city, by resolution of
its governing body, to participate in cooperative purchasing programs, such as Texas Buyboard,
as an alternative to formal bid process; and,
WHEREAS, pursuant to Resolution No. 02-341, the City of Port Arthur entered into an
interlocal agreement for cooperative purchasing with Texas Buyboard; and,
WHEREAS,Solid IT Networks can provide the required UPS in the amount of$36,798.94
through the BuyBoard Cooperative Purchasing Contract 579-19; and
WHEREAS,SETRPC 9-1-1 Network will reimburse the cost of the uninterruptable power
supply(UPS)and pay for the installation cost; and
WHEREAS, the specifications of the uninterruptable power supply (UPS) are attached as
"Exhibit A"; and
WHEREAS, the letter of intent from the SETRPC 9-1-1 Network to reimburse the Port
Arthur Police Department for the cost of the uninterruptable power supply (UPS) and pay for the
installation costs is attached as"Exhibit B".
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:

Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That, the City Council hereby authorizes the City Manager to purchase an
uninterruptable power supply (UPS) from Solid IT Networks through the Buyboard Cooperative
Purchasing Program in the amount of$36,798.94. Funds available in Police Department account
001-1101-521.72-00. Quotes and letter of intent from SETRPC 9-1-1- Network to reimburse the
cost of the UPS and to pay for the installation are attached as"Exhibit A"and"Exhibit B".
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.

Tariffs on products imported from certain foreign countries are being imposed at this time. Additional tariffs

Dear Chief Duriso:
The 9-1-1 Network has funding to assist the Port Arthur Police Department with the purchase of a new
Uninterruptible Power Supply to provide emergency power to the 9-1-1 Communications Center.
These funds are available on a reimbursement basis. Your agency will need to purchase the
uninterruptible power supply, following your department's procurement policy, and submit
documentation to the 9-1-1 Network for reimbursement. The Network NN ill need a letter from your
agency asking for reimbursement. a copy of the invoice and a copy of your cancelled check. Once this
documentation is received, we will process payment during the next payable cycle which is the 151h
and 31" of each month. In addition to the funds for the uninterruptible power supply.the Network will
provide additional funds for the installation. These installation costs will be billed directly to the 9-1-1
Network by the electrical contractor Jefferson Electric.
