REQUEST:
In July of 2019 Robogistics began leasing the City of Port Arthur owned Old Armory on 57" Street. The
City is responsible for the structural maintenance of the main building and warehouse. This includes, but
is not limited to, the roof of both buildings. The roofs of both buildings need repair with a full overlay of
a new Duralast System roof. There is also a need to replace the failed side insulation of warehouse.
All other work will be paid from the Hotel Occupancy Tax account. SpawGlass Building Services of
Beaumont will perform the work for a cost of$199,364.18. Funds available in Special Purpose Acct 001-
1003-512-59-00 M12003 Armory Bldg.
ANALYSIS/CONSIDERATION:
As owner of the Old Armory that is leased by Robogistics, it is the responsibility of the City of Port
Arthur to maintain the structural stability of the buildings, including the roof. The roofs of the main
building and the warehouse have failed and need repair.
SpawGlass Building Services of Beaumont, Texas price is through BuyBoard Cooperative Contract No.
520- 16 EZ 1 QC.
RECOMMENDATION
A resolution authorizing the City Manager to enter into an agreement with SpawGlass Building Services
of Beaumont,Texas through BuyBoard Cooperative Contract No. 520- 16 EZ 1 QC for roof and
insulation repairs at the Old Armory in the amount of$199,364.18.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER
INTO AN AGREEMENT WITH SPAWGLASS BUILDING SERVICES OF
BEAUMONT, TEXAS THROUGH BUYBOARD COOPERATIVE
CONTRACT NO. 520 - 16 EZ 1QC FOR ROOF AND INSULATION
REPAIRS AT THE OLD ARMORY IN THE AMOUNT OF $199,364.18.
FUNDS AVAILABLE IN ACCOUNT 001-1003-512-59-00 M12003
ARMORY BLDG.
WHEREAS, the Old Armory is owned by the City of Port Arthur and leased by
Robogistics; and
WHEREAS, it is the responsibility of the City of Port Arthur to maintain the structural
stability of the buildings, including the roofs; and
WHEREAS, the roofs of the main building and the warehouse have failed, along with
insulation of the warehouse; and
WHEREAS, the roofs need a complete overlay and the insulation replaced; and
WHEREAS, Chapter 271 of the Local Government Code allows a city, by resolution of
its governing body, to participate in cooperative purchasing programs, such as Buyboard, a
purchasing cooperative, as an alternative to a formal bid process; and
WHEREAS, per Resolution No. 02-341, the City entered into an interlocal agreement
for cooperative purchasing with the Buyboard Cooperative Purchasing Program ("Buyboard").
WHEREAS, SpawGlass Building Services has a cooperative contract with Buyboard;
and,
WHEREAS, SpawGlass Building Services of Beaumont, Texas will do this work for
$199,364.18; and
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct;
Section 2. That, the City Manager is hereby authorized to enter into an agreement
with SpawGlass Building Services of Beaumont, Texas for roof and insulation repairs at the Old
Armory, in substantially the same form as attached hereto as Exhibit"A".

Section 3. That,the funding for said agreement is $199,364.18.
Section 4. That, a copy of the caption of this Resolution be spread upon the Minutes
of the City Council.

I. INCLUSIONS
We have estimated:
1 Install pre-cut flute filler(insulation)into all lows of R-Panel-loose lay
2 Install 1/2" dens deck over flute filler 3 - inch disc with No.14 heavy duty fasteners thru 24
gauge metal panels(existing)
3 Install wood nailers around perimeter of roof edge and fasten thru purlins,with purlin fasteners8-
inch on center
4 Mechanically attach 60 mil Durolast over densdeck with 2-inch seam plates and No.14 heavy-duty
5 Install pipe boots and weld to roof with caulk and pipe boots
6 Wall terminate with termination bar with anchor 12 inches on center and caulk bar and install
7 Install termination bar in gutter side and install new gutter straps
8 Install two-piece metal flashingon two rake edges and fasten cleat then snap on flashing.
9 Install temporary scaffold ladder for roof access(due to inability to properly tie off ladder)
10 Manufacturer inspection after completion, 15 year NDL warranty and Texas Windstorm Certificate
11 All labor, material, safety equipment, supervision, and payment& performance bond, insurance
to complete the scope above

1 Sweep and air blow existing roof surface.
2 Install Y2 inch Dens Deck to all roof surface mechanically attached thru metal deck with 3-inch
plates and No14 heavy duty fasteners.
3 Fully adhere 60 mil DuroLast with CR20 adhesive to dens deck and weld all over lap seams and
end laps with minimum one-inch weld.
4 Install pipe boot to size of pipe and weld to roof surface-caulk and install banding clamp.
5 Install curb flashing,wall flashing,pre-molded corners and heat weld to roof surface. Raise curb
6 Wall terminate with termination bar with anchor 12 inches on center and caulk bar and install
7 Install two-piece metal flashing clip bar with metal cover plate around perimeter of roof-color
8 Install temporary scaffold ladder for roof access
9 Manufacturer inspection after completion, 15 year NDL warranty and Texas Windstorm Certificate
issued upon completion.
10 Remove all scope related trash and place in owner furnished dumpster.
11 All labor, material, safety equipment, supervision,dumpster, and payment & performance bond,
insurance to complete the scope above
