Home My WebLink AboutPR 21510: PORT ARTHUR TRANSIT'S MAINTENANCE EQUIPMENT PURCHASE City of Port Arthur Transit Department Memorandum To: Ron Burton,City Manager From: Ivan Mitchell,Transit Director Date: August 10,2020 Re: P.R.21510—Port Arthur Transit's Maintenance Equipment Purchase Nature of Request:Authorize the City Manager to enter into a contract with Reeder Distributor,Inc. of Fort Worth,Texas to purchase a mobile column lift,in-ground lift,catwalk,and air compressor for Port Arthur Transit's(PAT)new maintenance building. Background: In 2020,per Resolution No.20-042 the City Council authorized the City Manager to enter into a contract with Construction Managers of Southeast Texas(CMOST)to construct PAT's new maintenance facility and electric bus charging infrastructure. Per Resolution No. 20-080 the City Manager was authorized to execute change order No. 1 with CMOST. Change order No. 1 consisted of value-engineering(VE)by PAT and its engineer(Huitt-Zollars)that consolidated project cost resulting in a$154,199.64 reduction. The column lift is needed equipment, but was removed while PAT pursued alternate funding sources to purchase it. In February 2020,PAT applied to the 5307 Fleet Replacement Program which provides funds to maintain capital assets in a state of good repair. PAT was one of ten(10)Texas agencies to be selected and was awarded funding in the amount of$137,460.00. The funds are authorized to purchase the column lift as well as other equipment for the new maintenance building. The in-ground lift,catwalk,and air compressor purchase was authorized in Resolution No.20-042. With the award of additional 5307 funds in the amount of$137,460 for shop equipment,PAT will remove these three(3)items and purchase as a separate procurement using the recently awarded $137,460.00 as well as other existing funding sources. Recommendation: It is recommended Proposed Resolution No. 21510 be approved. This resolution would authorize the City Manager to enter into a contract with Reeder Distributor,Inc.of Fort Worth, Texas to purchase a mobile column lift,in-ground lift,catwalk,and air compressor for Port Arthur Transit's(PAT)new maintenance building in the amount of$177,057.97. Budgetary/Fiscal Effect: Funding to pay for the equipment is funded by a Federal Transit Administration(FTA)grant and state transportation credits in account number 401-1509-561-82-00. P.R. A RESOLUTION AUTHORIZING THE PURCHASE OF A MOBILE COLUMN LIFT, IN-GROUND LIFT, CATWALK, AND AIR COMPRESSOR FOR PORT ARTHUR TRANSIT THROUGH BUYBOARD CONTRACT #551-17 WITH REEDER DISTRIBUTORS, INC. OF FORTH WORTH, TEXAS IN THE AMOUNT OF $177,057.97; FUNDS AVAILABLE IN ACCOUNT 401-1509-561.82-00. WHEREAS, pursuant to Resolution No. 20-042, the City Council authorized the City Manager to enter into a contract with Construction Managers of Southeast Texas (CMOST) to construct PAT's new maintenance facility and electric bus charging infrastructure; and, WHERAS, pursuant to Resolution No. 20-080, the City Manager was authorized to execute Change Order No. 1 with CMOST which resulted in a savings of$154,199.64 and included the removal of some shop equipment; and, WHEREAS, Port Arthur Transit (PAT) has been allotted new 5307 Fleet Replacement Program funds in the amount of$137,460.00 to supplement purchasing shop equipment that was removed in Change Order No. 1; and, WHEREAS, PAT obtained quotes from qualified vendors to purchase a mobile column lift, in-ground lift, catwalk, and air compressor as delineated in Exhibit"A"; and, WHEREAS, Reeder Distributors, Inc. submitted the lowest quote with their BuyBoard Contract#551-17 price; and, WHEREAS, pursuant to Resolution No. 02-341, the City entered into an interlocal agreement for cooperative purchasing with the Buyboard Cooperative Purchasing Program ("Buyboard"). NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct. THAT, the City Council authorizes the City Manager to purchase a mobile column lift, in-ground lift, catwalk, and air compressor for Port Arthur Transit's (PAT) new maintenance building from Reeder Distributors, Inc. of Fort Worth, Texas through BuyBoard in the amount of $177,057.97.
