Introduction:
Legacy Community Development Corporation has requested to transfer the $4,400 remaining
balance of the 2019 Community Development Block Grant(CDBG)contract to its 2020 CDBC
contract. The transfer of grant funds will close-out the 2019 CDBG contract and increase the
2020 contract from$27,000 to $31,400.
Background:
Resolution number 19-188 authorized$5,000 to Legacy CDC to conduct housing counseling
classes. The classes were temporarily postponed due to the Coronavirus social distancing
requirements. The classes have recently resumed but,the 2019 contract will expire on August
26, 2020.
Legacy has requested to transfer the balance from the 2019 CDBG contract to the 2020 contract.
The grant funds will pay the tuition costs for low to moderate-income individuals to attend the
housing counseling classes.
Budget Impact:
Community Development Block Grant is the funding source.
Recommendation:
It is recommended that the City Council approve the P. R. number 21525.

RESOLUTION NUMBER
A RESOLUTION AUTHORIZING THE CITY MANAGER TO TRANSFER THE
BALANCE FROM THE 2019 COMMUNITY DEVELOPMENT BLOCK (CDBG)
CONTRACT (ACCOUNT NUMBER 105-1431-552.59-00; PROJECT #C45120) WITH
TENDER LOVING CARE CENTER DBA LEGACY COMMUNITY DEVELOPMENT
CORPORATION (LEGACY CDC) TO LEGACY CDC'S 2020 CDBG CONTRACT
(ACCOUNT NUMBER 105-1431-552.59-00; PROJECT #C46120). THE TRANSFER
WILL CLOSE-OUT THE 2019 CDBG CONTRACT AND INCREASE THE 2020
CONTRACT FROM $27,000 TO $31,400.
WHEREAS, Resolution Number 19-188 authorized $5,000 (Account Number
105-1431-552.59-00; Project#C45120)to Legacy Community Development Corporation
(Legacy CDC) for housing counseling classes; and,
WHEREAS, Resolution Number 20-079 authorized $27,000 (Account Number
105-1431-552.59-00; Project#C46120)to Legacy CDC for housing counseling classes and
operating expenses; and,
WHEREAS, Legacy CDC temporarily postponed conducting the regularly
scheduled housing counseling classes due to the social distancing requirements related to the
Coronavirus. Since the 2019 contract will expire on August 26, 2020, Legacy CDC has
requested (see Exhibit 1) to transfer the $4,400 balance from the 2019 CDBG contract to the
current 2020 contract so that the CDBG funds will continue to be available for low-income
families to attend the housing counseling classes; and,
WHEREAS, the City Council is required to designate an official to sign all
documents in connection with the contract transfer; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT the City Manager is authorized to transfer $4,400 from the 2019 CDBG
contract with Legacy CDC to the 2020 CDBG contract. The transfer will close-out the 2019
contract and increase the 2020 CDBG contract from $27,000 to $31,400. The 2020 contract will
expire on June 8, 2021.
THAT a copy of the caption of this Resolution be spread upon the minutes of the
City Council.

Due to the coronavirus/COVID-19 pandemic, we have to delay our Home Buyers Education
services. As a result, we are requesting to add our balance of$4,400 of the 2019 CDBG funds for
Home Buyers Education services to our 2020 CDBG funds.
