PAGE 1 of 2 RECOMMENDATION We recommend the City Council award the bid for the purchase of three (3) Rotary Positive Displacement Blowers for the Sabine Pass WWTP to ACFM Inc., of Conroe, Texas in the total amount of $6,168. BACKGROUND These blowers will replace three existing units installed throughout the early 1990's. At least one of these units runs 24 hours/day. At least one of the existing units will be kept as a spare due to the severe duty cycle and short service life of this type equipment. These units are used to supply airto maintain proper oxygen levels required in the wastewater treatment 3rocess. Seven (7) bid packets were sent out, and three bids were received on October 9, 2002. Houston, TX Manufacturer Dresser Roots Total $6,168.00 Sutorbilt $20,103.75 Sutorbilt $10,998.99 The bid from ACFM Inc. is the lowest and best bid meeting the requirements of the specifications, and is therefore recommended for award. PAGE 2 of 2 BUDGET/FISCAL EFFECT Funds for this purchase are appropriated in the current operating budget 410-1256-532.92 at $7,000, leaving a positive balance of $832. Last year, we purchased two identical units for the Pleasure Island WWTP for $2,183 each, reflecting a 5.8% decrease for this purchase. STAFF/EMPLOYEE EFFECT No staff/employee effect. However, City staff will install and operate this equipment.
