NO. 14656= PROJECT & DEVELOPMENT SERVICES DATE: 04/01/08' RECOMMENDATION: I recommend approval of Proposed Resolution No. 14656 authorizing the City Manager to retain Project & Development Services (PDS) to develop a funding template for Port Arthur projects. BACKGROUND: PDS has indicated that they. have the ability to identify funding sources for many of the projects currently proposed. It would seem beneficial to the City for them to provide that information to us. If we are able to only utilize one or two of these sources the expenditure would be wellworth it. e BUDGETARY/FISCAL EFFECT: - The agreement provides that the total cost will be $2,000 STAFFING/EMPLOYEE EFFECT: None. SUMMARY: I recommend approval of Proposed Resolution No. 14656 be approved. 1 P.R No. 14656 04/01/08 DLW RESOLUTION NO. A RESOLUTION AUTHORIZING A CONTRACT WITH PROJECT & DEVELOPMENT SERVICES FOR PROFESSIONAL SERVICES RELATED TO THE DEVELOPMENT OF A MASTER FUNDING TEMPLATE FOR PORT ARTHUR PROJECTS. WHEREAS, the City Council of the Ciry of Port Arthur has identified numerous redevelopment projects, and; WHEREAS, the City of Port Arthur would like to take advantage of any grant funding available for these projects; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the City Manager is hereby authorized to retain Project &,Development Services to develop a Master Funding Template for Port Arthur Projects, as described on the letter attached as Exhibit "A". THAT Project & Development Services shall complete the project within (60) days and shall be paid upon completion. THAT Project & Development Services shall sign this Resolution agreeing to these terms. THAT Project & Development Services shall receive a fee of Two Thousand ($2,000) Dollars for the development of the Master Funding Template. THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council. I am intrigued by the projects Port Arthur has envisioned and excited to get the funding process underway. As I mentioned this morning, the first step on-the funding process is the development of a "Master Funding Template" for all Port Arthur projects. I will start the "Funding Template" once I have been retained for flat fee of $2,000 (two thousand dollars). The "Master Funding Template" creates a line item list outlining any and all funding agreements/promises already received, funding applied for and/or received and known incentives or bonds applicable to the project. It also specifies funds needed to make the project a success. Once all above information is attained, the grant writer begins researching probable funding sources and amount of funds available for the project. Once the Template is completed, it may be used as a funding "roadmap" for the project. It is also helpful to see the layering process of the funds in order to assure continued funding until the project's completion and sometimes beyond. The template is the property of the client and they may use it to attain additional investors or to retain the grant writer far specific projects or the project as a whole. A separate line item indicates whether the project requires subcontractor and/or specialist. This is especially applicable to "green" funding.
