Due to uncontested races, the Sabine Port Authority will not be involved in the election. In addition, Exhibit "A-1"includes Precincts for the Port Arthur Independent School District and the Port of Port Arthur Navigation District. Ordinance No. 08-12 names the Sabine Pass Port Authority as a participating entity, therefore, please be advised that the Sabine Pass Port Authority has cancelled their portion of the May 10, 2008 Pursuant to Texas Election Code Chapter 127, the City Secretary's Office is recommending the following appointments to establish and maintain the organization of the Counting Station. AN ORDINANCE AS IT PERTAINS TO APPOINTING A COUNTING STATION MANAGER, TABULATION SUPERVISOR, PRESIDING JUDGE OF COUNTING STATION, AND ALTERNATE PRESIDING JUDGE OF COUNTING STATION FOR THE MAY 10, 2008 JOINT ELECTION AND A JOINT ELECTION ORDER WHEREAS, the City of Port Arthur is holding a Joint Election in conjunction with the Port Arthhur Independent School District, the Sabine Pass Independent School District, and the Port of Port Arthur Navigation District on Saturday, May 10, 2008; and WHEREAS, there will be a Joi~Zt Election Order for the City of Port Arthur, PAISD, SPISD, and the Port of Port Arthur Navigation District as to save publication costs, as denoted in Exhibit "A"; and WHEREAS, the Sabine Pass Port Authority will not participate in the Joint Election as the Sabine Pass Port Authority is canceling their portion of the May 10„ 2008 Election, as denoted in the Order of Cancellation, attached hereto as Exhibit "B"; and WHEREAS, pursuant to the Tex~~s Election Code Chapter 127, the following appointments are recommended to establish and maintain the organization of the counting station: Counting Station Manager Sherri Bellard, City of Port Arthur Tabulation Supervisor Lisa Adam, Premier Election Solutions Presiding Judge of Counting Harold Joseph, Sr. Station Alternate Presiding Judge of Louis May Counting Station z.po5872 NOW THEREFORE, BE IT ORDAINED BY' THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That there will be a Joint Election Order for the City of Port Arthur, PAISD, SPISD, as to save publication costs, in substantially the same form as denoted in Exhibit "A" attached hereto. Section 3. That the Sabine Pass Port Authority will not participate in the Joint Election as the Sabine Pass Port Authority is canceling their portion of the May 10, 2008 Election, as denoted in the Order of Cancellation, attached hereto as Exhibit "B". Section 4. PROPOSITION NO. 2 Shall the Board of Port Commissioners, of the Port of Port Arthur Navigation District of Jefferson County, Texas, be~ authorized to issue the bonds of the District in the amount of $8,800,000 for the purpose of refunding all or a portion of the District's outstanding Unlimited Tax Refunding Bonds, Series 1998, Port Revenue Bonds, Series 1998 and a revenue note of the District outstanding in the principal amount of $3,200,000 issued to a bank, together with all expenses incident thereto, and to refund any bonds of the District issued for the foregoing purposes or refunding purposes in any amount not to exceed one and one half times the amount of bonds, which bonds may be issued in various issues or series, shall mature serially or otherwise not more than 40 years from their date, and shall bear interest at such rate or rates, not to exceed the maximum rate permitted by law, and shall the Board of Port Commissioners be authorized to levy and pledge, and cause to be assessed and collected, annual ad valorem taxes on all taxable property in the District sufficient to pay the interest on said bonds and provide a sinking fund to pay the bonds at maturity?
