ORDINANCE NO.
AN ORDINANCE DESIGNATING EARLY VOTING
CLERKS, AND ELECTION DAY JUDGES, ALTERNATE
JUDGES AND CLERKS, FOR THE MAY 10, 2008
GENERAL ELECTION AND UNDER THE TERMS OF THE
JOINT ELECTION TO BE CONDUCTED WITH THE PORT
OF PORT ARTHUR NAVIGATION DISTRICT, THE PORT
ARTHUR INDEPENDENT SCHOOL DISTRICT AND THE
SABINE PASS INDEPENDENT SCHOOL DISTRICT
WHEREAS, per Ordinance No. 08-12, the City Council order a General Election to
be held on May 10, 2008, for the purpose of electing Councilmembers for Districts 1,, 2, 3
and 4, as well as for Positions 7 and 8.
WHEREAS, per Ordinance No. 08-24, the City Council relocated a new early voting
location at Queen of Viet Nam Church Rectory and relocated the Counting Station location
at the Robert A. "Bob" Bowers Civic Center.
WHEREAS, there will be a Joint Election with the Port of Port Arthur Navigation
District, the Port Arthur Independent School District and the Sabine Pass Independent
School District; and that the Sabine Pass Port Authority has cancelled their election.
WHEREAS, there will be a Bond Election by the Port of Port Arthur Navigation
District.
WHEREAS, Pursuant to Article III, Section 4, of the City Charter, "All electrons
shall be in accordance with the laws of the State of Texas regulating the holding of
municipal elections and in accordance with thE~ ordinances adopted by the Council for the
conduct of elections. The City Council shall appoint the Election Judges and other Election
Officials and shall provide for their compensation in the city elections, and for all ofher
expenses of holding such elections."
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CTTY
OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That there are hereby appointed the Early Voting Clerks, Judges,
Alternate Judges and Clerks for the May 10, :?008 General and Bond Election to be held
jointly with the Port Arthur Independent School DDistrict, the Sabine Pass Independent
School District and the Port of Port Arthur Navigation District, as shown on Exhibit "A" and
Exhibit "B" attached hereto and made a part hereof for the May 10, 2008 General and
Bond Election.
Section 3. That if neither the Presiding, Alternate Judge or Clerk can serve,. and
there is no time for the presiding officer of the City to fill the vacancy in the normal
manner, an emergency appointment may be made for the May 10, 2008 General and
Bond Election by the City Secretary as provided by 'Section 32.007 of the Election Code.
Section 4. That this being an Ordinance not requiring publication, it shall be in full
force and effect from and after its passage.
Section 5. That a copy of the caption of this Ordinance be spread upon the
Minutes of the City Council.
