No.21433, the Memorandum of Understanding Between Gulf Coast Health Center and The City of Port Arthur to provide COVID-19 testing for residents of Port Arthur. Introduction: The intent of this Agenda Item is to seek the City Council's approval for a Memorandum of Understanding between Gulf Coast Health Center and the City of Port Arthur for Gulf Coast Health Center to provide COVID-19 testing for residents of Port Arthur. Background: The City of Port Arthur received CDBG COVID-19 funding to provide testing for residents of Port Arthur. Gulf Coast Health Center is currently set up for curbside COVID testing at their facility. The goal of this partnership is to work with GCHC to provide medical screening and contact tracing on all COVID positive individuals. Budget Impact: The City of Port Arthur will pay for residents of Port Arthur to receive COVID-19 testing at a rate of$55.00 for COVID-19 PCR test and $25.00 for a COVID-19 RD test. Recommendation: It is recommended that City Council approve the P.R.No. 21433, Memorandum of Understanding between Gulf Coast Health Center and the City of Port Arthur. A RESOLUTION APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF PORT ARTHUR AND GULF COAST HEALTH CENTER, INC., TO PROVIDE COVID-19 PCR AND RD TESTING FOR RESIDENTS OF PORT ARTHUR IN THE NOT-TO-EXCEED AMOUNT OF $200,000.00. FUNDS AVAILABLE IN THE CDBG CV102 PROFESSIONAL SERVICE ACCOUNT 105-1431-552.54-00. WHEREAS, the City of Port Arthur received CDBG COVID-19 funding to provide testing for residents of Port Arthur; and WHEREAS, attached for approval is a Memorandum of Understanding between the City of Port Arthur and Gulf Coast Health Center, Inc., for the purpose of providing COVID-19 test to residents of Port Arthur; and WHEREAS, the City of Port Arthur Health Department will pre-screen residents and coordinate all COVID-19 referrals to Gulf Coast Health Center; and WHEREAS, Gulf Coast Health Center shall perform the duties of specimen collection for COVID-19, ship specimens for testing and send reports to the Port Arthur Health Department; and WHEREAS, CDBG funding will pay the cost for residents of Port Arthur to receive COVID-19 PCR test and COVID-19 RD test. The bill rate for testing each person will be according to the rate listed in the MOU in Exhibit A. WHEREAS, the terms of the MOU will commence on the date of the Agreement, and will continue in full force until CDBG funds set aside for testing has been depleted. P. R. That, the City Council of the City of Port Arthur hereby authorizes the City Manager and Director of Health to execute said Memorandum of Understanding a copy of which is attached hereto as Exhibit"A." SECTION 3. That, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. Memorandum of Understanding BETWEEN Gulf Coast Health Center, Inc. AND City of Port Arthur This MEMORANDUM OF UNDERSTANDING (MOU) is hereby made and entered into by and between Gulf Coast Health Center, Inc., hereinafter referred to as "GCHC" and the City of Port Arthur. NOW,THEREFORE, in order to provide COVID-19 testing to the residents of Port Arthur,Texas. GCHC and the City of Port Arthur hereby mutually agree as follows: City of Port Arthur agrees to: 1. Pre-screen residents prior to referral to GCHC, screening process indicating testing is needed will be referred to GCHC. 2. Coordinate all COVID-19 testing referrals with the GCHC testing team designee. 3. Inform residents of GCHC testing process. 4. Pay GCHC within fourteen days (14) of bill submission the following rates per resident: i) COVID-19 PCR TEST a) $55 per resident. ii) COVID-19 RD TEST a) $25 per resident. 5. Inform residents GCHC requires residents to complete and submit a patient packet for new and existing patients prior to testing. Additionally, residents will sign a "Consent to Treatment"form prior to testing. The Gulf Coast Health Center, Inc. individually agrees to: 1. Register and process each resident prior to testing. 2. Perform the COVID-19 test at no cost to residents. 3. Report test results directly to each patient. Additionally, report positive results to the City of Port Arthur Health Department. 4. Process tests immediately, results are delivered within three to five days depending on lab capacity.
