This street has been selected for the Rider 38 Grant Program and the estimated construction cost of$874,177.00 will be reimbursable. The City's contribution to the project is to engineer the road for an estimated$111,500.00 Background: The City of Port Arthur pursued an infrastructure grant from the Texas Department of Transportation Rider 38 Grant Program from its Maritime Division to improve access and drainage to the Port of Sabine Pass. The City has been notified that S. 1st Street has been selected as a Rider 38 Project. Before the City can start work on S. 1' street, approval from council is required to add S. 1St Street from Broadway to the Port Entrance. This street is to be added to District One's allocated funds for streets. Budget Impact: Funds are available in Capital Projects Account no. 307-160 I-591.86-00 Recommendation: It is recommended that the City of Port Arthur City Council approve PR 21585 to add S. 1St Street to the 2nd Round of the Streets Program. A RESOLUTION TO ADD SOUTH 1ST STREET OF SABINE PASS TO THE 2ND ROUND OF STREET PROGRAM. APPROVAL FROM COUNCIL IS REQUIRED TO ADD S. 1ST STREET FROM BROADWAY TO THE PORT ENTRANCE. THIS STREET IS TO BE ADDED TO DISTRICT ONE'S ALLOCATED FUNDS FOR STREETS. FUNDING IS AVAILABLE IN CAPITAL PROJECTS ACCOUNT NO. 307-1601- 591.86-00 WHEREAS, the City of Port Arthur — Public Works Department based on historical data identified streets that are in bad condition and recommended them for Reconstruction, Remediation and Rehabilitation; and, WHEREAS, pursuant to Resolution No. 20-008, City Council allocated funds based on the percentage of streets to be repaired by district; and, WHEREAS, pursuant to Resolution No. 20-134, City Council approved the 2nd Round of Streets to be repaired (see attached Exhibit "A"); and, WHEREAS, the Public Works Department also met with District council representative of District One to discuss adding South 1St Street from Broadway to the Port Entrance and based on being selected as a Rider 38 Project (Grant) and funding being available in District One's allocated funds for streets. It is recommended that S. 1St Street be added to the 2nd Round of Streets to be repaired (see attached Exhibit "B"); now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct; and, P. R. 21585 THAT, the City Council and Mayor of the City of Port Arthur approves the Fiscal Year 2020 — Revised 2nd Round of Street Program (see Exhibit "B"); and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
