Alexander, MBA-HCM, Health Director DATE,: April 15, 2007 SUBJECT: Proposed Resolution No. 14690 Amendment No. 4 to the Contract between the City of Port Arthur and the Southeast Texas Regional Planning Commission for the Social Services Block Grant- RECOMMENDATION: It is recommended that the-City Council approve Proposed Resolution No. 14690 approving Amendment No. 4 of the contract between the Southeast Texas Regional Planning Commission (SETRPC) and the City of Port Arthur for the Social Services Block Grant funds in the amount of $2,964,016. - BACKGROUND: Following Hurricane Rita; Texas was included in legislation that provided $550 million in Social Services Block Grant funds to states affected by hurricanes in 2005. Of that $550 million, $88 million was made available to Texas, $36 million was earmarked for Hurricane Rita expenses and $23 million was allocated to Southeast Texas for health and social services. These funds were made available by the Health and Human Services Commission through the SETRPC. Of the number of health care, mental health, faith-based and social service providers located in Hardin, Jefferson and Orange counties who served and continue to serve victims of Hurricane Rita, the City of Port Arthur applied for the social services block grant funds in the amount of $4,838,485. Of this amount, $2,574,700 or 53% was awarded and allocated for the following projects: Renovation/Expansion of the Health Department $ 922,700 Special Services - At Risk Youth $ 152,000 Abatement of Abandoned Structures $1,500,000 On March 28, 2008, the South East Texas Regional Planning Commission extended the term of the City's Social Services Block Grant funds . The term of this contract.is being amended from October 1, 2007 through September 31, 2008 which will not only allow for additional time to complete the grant projects. The asbestos abatement program of the City of Port Arthur's Health Department is being increased by $27,005.11 and the program For At Risk Youth is being increased by $62,311.00 bringing the total grant award to the City to $2,964.016.00. SUMMARY: It is recommended that City Council approve P.R. No:. 14690 to approve a contract extension between the City of Port Arthur and the SETRPC for continuance of Social Services Block Grant for Emergency Disaster Relief Funds for Hurricane Rita, with an effective date of March 28, 2008. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACT AMENDMENT NO. 4 WITH THE SOUTH EAST TEXAS REGIONAL PLANNING COMMISSION (SETRPC) FOR THE SOCIAL SERVICES BLOCK GRANT IN THE AMOUNT OF $2,964,01.6. WHEREAS, on December 19, 2006, per Resolutiorr No. 06-514,-the South East Texas Regional Planning Commission awarded the City of Port Arthur $2,574,000 for the (1) renovation and expahsion of the City's Health Department; (2) special services for at- risk youth; and (3) the abatement of abandoned structures; and, WHEREAS, Amendment No. 4 allows for (1) continuance of the Social Services Block Grant through March3 1, 2008 and. (2) additional furids for the Health Department Asbestos Abatement project in the amount of $27,005.00 and the At-Risk Youth program in the amount of $62,311.00 (an increase of $300,000 was previously approved pursuant to Resolution 07-474). NOW THEREFORE, BE IT RESOLVED BYTHE CITY COUNCIL OFTHE CITY OF PORT ARTHUR, TEXAS: Section'1. That the facts and in the preamble are true and correct. Section 2. That the City Manager is hereby authorized to execute the contract Amendment with SETRPC for the Social Services Block Grant, as delineated in substantially the same form as attached hereto as Exhibit "A". Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council. , READ, ADOPTED AND APPROVED on-this day of A.D., 2008, at a Regular Meeting of the City Council of the City of Port Arthur, Texas, by the following vote: AYES: Mayor Councilmembers: MAYOR, • ATTEST: Terri Hanks, Acting City Secretary APPROVED AS TO FORM: ., Mark Soko ow, ityAttorney (ON ~eh~ ~) APPROVED FOR ADMINISTRATION: Stephen Fitzgibbons, City Manager EXHIBIT "A" AMENDMENT N0.4 TO THE CONTRACT FOR ADMINISTRATION OF SOCIAL SERVICES BLOCK GRANT FOR EMERGENCY DISASTER RELIEF FUNDS FOR HURRICANE RITA BETWEEN SOUTH EAST TEXAS REGIONAL PLANNING COMMISSION AND THE CITY OF PORT ARTHUR, TEXAS By their signatures below; the parties to the above-referenced Contract hereby agree that as of the Effective Date set forth below, the cost of the Services and Deliverables supplied by Contractor to SETRPC during the term of the Contract will be increased by the sum of $362,311.00 for the City of Port Arthur At-Risk-Youth Program and $27,005.00 for asbestos abatement of the City of Port Arthur Health Department (total contract amount $2,964,016.00). In addition, the Expiration Date of the Contract will be extended until September 30, 2008. All other terms and conditions of the Contract shall remain in full force and effect.
