RE: P.R. 21599—Intent to Apply for Flood Infrastructure Funding for the
Development of a Citywide Master Drainage Plan and Policy Guide
Introduction:
This agenda item is for the intent to apply for flood infrastructure funding for the development
of a citywide master drainage plan and policy guide.
Background:
The City proposes the development of a citywide master drainage plan that identifies potential
drainage problems and goals and develops a road map for future drainage-related activities. The
Texas Water Development Board (TWDB) oversees the Flood Infrastructure Fund (FIF)
program, which provides financial assistance in the form of loans and grants for flood control,
flood mitigation, and drainage projects. The City of Port Arthur's proposed project has been
ranked 99th out of 285 projects by TWDB and the City is invited to apply for FIF funding for the
development of a master drainage plan and policy guide.
TWDB's invitation to apply for FIF funding was received on September 18,2020,and the notice
of intent to apply for funding must be received by TWDB no later than September 30, 2020.
Budget Impact:
There is no immediate impact to the budget for submitting the notice of intent to apply for
funding and for completing the application.If the application is approved and awarded,funding

totals $1,300,000, with $507,000 in grant funding and $793,000 in loan funding with a zero
percent interest.
Recommendation:
It is recommended that the City of Port Arthur City Council approve PR 21599 authorizing the
City Manager to apply for flood infrastructure funding for the development of a citywide master
drainage plan and policy guide.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY
FOR FLOOD INFRASTRUCTURE FUNDING FOR THE DEVELOPMENT
OF A CITYWIDE MASTER DRAINAGE PLAN AND POLICY GUIDE.NO
IMMEDIATE IMPACT TO THE BUDGET.
WHEREAS, the City of Port Arthur proposes the development of a citywide master
drainage plan that identifies potential drainage problems and goals and develops a road map for
future drainage-related activities; and,
WHEREAS,the Texas Water Development Board oversees the Flood Infrastructure Fund
program, which provides financial assistance in the form of loans and grants for flood control,
flood mitigation, and drainage projects; and,
WHEREAS, the Texas Water Development Board scored and prioritized the City's
proposed project; and,
WHEREAS, the City's proposed project is ranked 99th out of 285 projects submitted to
the Texas Water Development Board; and,
WHEREAS, the City has been therefore invited to apply for Flood Infrastructure Fund
program funding for the development of the master drainage plan and policy guide (see Exhibit
A); and,
WHEREAS, notice of intent to apply for funding from the Flood Infrastructure Fund
program is due by September 30, 2020 (see Exhibit B); now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT,the facts and opinions in the preamble are true and correct; and,

THAT, the City Manager of the City of Port Arthur is hereby authorized to execute, on
behalf of the City of Port Arthur, the intent to apply for the Flood Infrastructure Fund program
overseen by the Texas Water Development Board; and,
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.

Dear Mr. Elefano:
Congratulations! We are pleased to notify you the City of Port Arthur is hereby invited to
submit a complete application for funding to the Texas Water Development Board's
(TWDB) inaugural round of the Flood Infrastructure Fund (FIF) for Master Drainage Plan
and Policy Guide Development Abridged Application Number 13564.
Your project is included in the updated prioritization list based on criteria outlined in the
2020 Flood Intended Use Plan.The attached Intent to Apply Form includes a Statement of
Funding section that will be used to confirm the amount of FIF funds requested. Grant and
loan allocations listed in the prioritization are preliminary and subject to change.
To be considered for funding,you need to submit the following two documents to the
TWDB by their respective deadlines:
• You must submit your intent to apply form to FloodlUP@twdb.texas.gov by
September 30, 2020. If you fail to fully complete and submit by the deadline the
Intent to Apply,your project will not be considered for funding.
• If you do indicate by September 30 your intent to apply,your complete application
will be due to the TWDB by 5:00 p.m., CST, on October 19, 2020. Applications will
not be accepted after the deadline.
Please note that if you need additional time beyond October 19, 2020, to submit any
required Memorandum of Understanding or resolution from the governing body

Instructions for how to submit your application and the related application materials are
on our website.
Preapplication webinars will be held September 21 through September 25. These webinars
will provide information on how to complete the Flood Financial Assistance Application
and answer general programmatic questions.Applicants are highly encouraged to attend.

website.
