Background: The Public Works Traffic Division (Division) consistently traverses the City's roadways installing and maintaining traffic signals, signs, and equipment. The Division's current vehicles have met and surpassed their useful life and require replacement. Therefore, the FY 2020-2021 budget reflects their replacement. Budget Impact: Silsbee Ford of Silsbee, Texas, which maintains a contract with the Goodbuy Cooperative Purchasing Program, provided competitive quotes for the five trucks — the Ford F-150 crew cab is quoted at$29,300 while each Ford F-250 regular cab truck is quoted at$32,035.50. The Ford F-250 extended cab truck was quoted at$34,921.25 and the Ford F-550 regular cab bucket truck was quoted at$131,466.75. Each truck will be funded through the Capital Reserve Fund Account, Account No. 625-1801-531.93-05. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE ONE (1) FORD F-150 CREW CAB TRUCK, TWO (2) FORD F-250 REGULAR CAB TRUCKS, ONE (1) FORD F-250 EXTENDED CAB TRUCK, AND ONE (1) FORD F-550 REGULAR CAB BUCKET TRUCK FOR THE TRAFFIC DIVISION FROM SILSBEE FORD OF SILSBEE, TEXAS, THROUGH THE GOODBUY COOPERATIVE PURCHASING PROGRAM, PRODUCT PRICING NO. 20 8F000, WITH A TOTAL BUDGETARY IMPACT AMOUNT OF $260,059. FUNDING IS AVAILABLE FROM CAPITAL RESERVE ACCOUNT NO. 625-1801- 531.93-05. WHEREAS, the City of Port Arthur's Traffic Division is responsible for the installation and day-to-day maintenance and repair of traffic signals, signs, and lights throughout the City; and, WHEREAS, Traffic Division employees consistently traverse the City's roadways installing and maintaining traffic equipment; and, WHEREAS, the Traffic Division's current vehicles have met and surpassed their useful life and require replacement; and, WHEREAS, Chapter 271 of the Texas Government Code allows a city, by resolution of its governing body, to participate in cooperative purchasing programs such as the Goodbuy Cooperative Purchasing Program as an alternative to a formal bid process; and, WHEREAS, pursuant to Resolution No. 18-180, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with the Goodbuy Cooperative Purchasing Program; and, PR No.21626 10/19/2020 FCR Page 2 of 3 WHEREAS, Silsbee Ford of Silsbee, Texas, is part of the Goodbuy Cooperative Purchasing Program under contract number 20 8F000 and submitted competitive quotes for five (5)trucks in the amount of$260,059 attached hereto as Exhibit A; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct; and, THAT, the City Manager of the City of Port Arthur is hereby authorized to purchase one (1) Ford F-150 crew cab truck,two(2)Ford F-250 regular cab trucks,one(1)Ford F-250 extended cab truck, and one (1) Ford F-550 regular cab bucket truck from Silsbee Ford of Silsbee, Texas, through the Goodbuy Cooperative Purchasing Program in the amount of$260,059; and, THAT,funding for this purchase is to be charged to the Capital Reserve Account, account number 625-1801-531.93-05; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
