"Bob"Bowers Civic Center To: The Honorable Mayor and City Council Through: Ron Burton, City Manager From: Adam J Saunders,Civic Center Dir RE: Proposed Resolution No. P.R. 21464 REQUEST: The Department Club at 1924 Lakeshore Drive is in need of repair and maintenance. In March, 2019 the Council passed Res 19-108 for Architectural fees for Phase I & II of repairs and maintenance. This work is provided by LaBiche Architectural Group of Beaumont,Texas. Phase III of the repairs and maintenance of the building is needed. Additional architectural needs are required for plans to be developed for Phase III, and presented to the Texas Historical Commission. The Historical Commission approval is required due to the historical nature of the building and the requirements related to this status. This will be Amendment No. 01 and will be provide by LaBiche Architectural Group of Beaumont,Texas. Amendment No 01 will be paid from the Hotel Occupancy Tax account LaBiche Architectural Group of Beaumont, Texas will perform the work for a cost of$38,600.00. Funds available in hotel tax account 140-1405-551.59-00. ANALYSIS/CONSIDERATION: There are a lot of needed repairs at the building. Phase I has been performed. Phase II is near completion in the repairs and restoration of the Department Club. Amendment No. 01 to the Professional Architectural contract is needed to move forward with Phase III. RECOMMENDATION A resolution authorizing the City Manager to execute Amendment No. 01 to the Professional Architectural contract with LaBiche Architectural Group of Beaumont, Texas for Phase III repairs and maintenance of the Department Club, increasing the original contract term by an additional 12 months and increasing the contract amount by an additional$38,600.00. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT NO. 01 TO THE PROFESSIONAL ARCHITECTURAL CONTRACT WITH LABICHE ARCHITECTURAL GROUP OF BEAUMONT, TEXAS FOR PHASE III REPAIRS AND MAINTENANCE OF THE DEPARTMENT CLUB, INCREASING THE ORIGINAL CONTRACT TERM BY AN ADDITIONAL TWELVE (12) MONTHS AND INCREASING THE CONTRACT AMOUNT BY $38,600.00. FUNDS AVAILABLE IN HOTEL TAX ACCOUNT 140-1405-551.59-00 PROJECT M97910 (HOTEL OCCUPANCY TAX FUNDS.) WHEREAS, the Department Club needs repairs; and WHEREAS, pursuant to Resolution No. 19-108, the City awarded a professional architectural services contract to LaBiche Architectural Group of Beaumont, Texas for the repairs and maintenance of the Department Club; and WHEREAS, it has been determined a new phase of work, Phase III, is ready to proceed; and WHEREAS, in order to insure any future grants or tax credits, it is prudent to develop professional plans for the repairs of Department Club for Phase III; and WHEREAS, the said plans must be submitted to the Texas Historical Commission for approval and assistance is needed for the approval; and WHEREAS, it is recommended Amendment No. 01, attached as "Exhibit A," which increases the contract by an additional $38,600.00 and increases a term by an additional twelve (12) months; and PO 21464 WHEREAS, the LaBiche Architectural Group, Inc. is qualified to perform a professional assessment, develop professional plans, submission of plans and assistance in the approval of plans from the Texas Historical Commission; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct; and Section 2. That, the City Manager is hereby authorized and directed to execute, on behalf of the City of Port Arthur, Amendment No. 01 (attached hereto in substantially the same form as "Exhibit A," which increases the original contract by an additional $36,600.00 and increases the term an additional twelve (12)months; and Section 3. That, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. ARCHITECTURE Dear Mr.Saunders, PROJECT CONSULTING We wish to request an extension and amendment for Architectural Services for the referenced project for your approval The LaBiche Architectural Group,Inc. PLANNING (hereinafter"Architect") shall provide to the City of Port Arthur(hereinafter "Client")the services described below for the compensation described below. This proposal is based upon our experience with historic restoration to comply INTERIOR DESIGN with The Texas Historical Commission standards,an onsite evaluation and the scope outlined as Phase III on our power point presentation dated April 4,2020. In accordance with the presentation,the amended project budget shall be $300,000. PROJECT INFORMATION: The project,as we understand it,is: 1. As part of our services,our staff and consultants will visit the project site to verify existing conditions.We will measure the existing building and create exterior elevations and a floor plan in CAD format. 2. Interior restoration,as budget allows: a. Repair interior walls. Install insulation,drywall,window trim and paint. b. Repair rotted building framing. c. Refurbish restrooms. d. Replace HVAC equipment replacement. e. Handicapped accessibility renovations. £ Upgrade electrical&install new light fixtures 1 of 4 Revisions to Architectural Proposal for City of Port Arthur, Federated Women's Club - Phase III SCOPE OF WORK: The Architect and the Architect's consultants shall perform those services described below: 1. Verify site conditions and document work required for restoration of items listed above. 2. Prepare a report documenting the extent of restoration work required and issue to THC for approval. 3. Prepare Construction Documents for items listed above and submit to the Texas Historical Commission for a Preservation Permit. 4. Prepare modifications to the Construction Documents to correspond to City's available funding upon approval of the construction budget. 5. Assist with application to the Texas Historical Commission for an Antiquities Permit prior to beginning construction. 6. Terms and conditions for services shall be as outlined in MA Owner/Architect Contract#B-101 2007. 7. Provide Bidding and Construction Observation services for the approved project. COMPENSATION: The scope of work outlined above will be performed for a lump sum of Thirty-Six Thousand Dollars ($37,100.00)plus reimbursable expenses not to exceed Two Thousand Dollars ($2600.00) as follows: Construction Documents,Bidding and Construction Observation $36,000.00 ADA accessibility Review $ 1,100.00 Reimbursable Expenses $ 1,500.00 Total Project Budget $38,600.00 ❑ Additional Services requested by Client will be charged hourly per the fee schedule attached. ❑Reimbursable expenses shall include all printing required for the project. Other expenses shall be approved by Owner prior to expenditures. Cost of reimbursable expenses shall be billed at 1.25 times the expenditure. ❑ Exclusions: 1. Civil and structural engineering. 2. Any services related to the Client's due diligence including,but not limited to: obtaining letters of utility availability and environmental assessments.
