Introduction:
The intent of this Agenda Item is to seek the City Council's approval to amend the 2020
Consolidated Annual Plan to include additional funds from the Coronavirus Aid, Relief and
Economic Security Act (CARES Act) (Public Law 116-136) from the Department of Housing
and Urban Development for $369,690.
Background:
The Coronavirus Aid, Relief and Economic Security Act(CARES Act) (Public Law 116-136)
make available $5 billion in supplemental Community Development Block Grant(CDBG)
funding for grants to prevent, prepare for, and respond to coronavirus (CDBG-CV grants).
Additionally,the CARES Act provides CDBG grantees with flexibilities that make it easier to
use CDBG-CV grants and fiscal year 2019 and 2020 CDBG Grants for coronavirus response and
authorizes HUD to grant waivers and alternative requirements.
The City of Port Arthur is allocated $369,690 from the CDBG-CV program to fund the following
proposed activities:
The Proposed Activities Include:
City of Port Arthur Health Department $249,185
(Case Investigators/Contact Tracers)
City of Port Arthur COVID-19 Response $ 43,505
(Screening and safety glass panels)
Bob Hope Charter School $ 32,750
(Purchase Chromebooks and Hot Spot Services)
Catholic Charities— Utility Assistance Program $ 44,250
Total $369,690
Budget Impact:
Supplemental Community Development Block Grant (CDBG-CV) is the funding source.
Recommendation:
It is recommended that the City Council approve the P. R. number 21636.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE SECOND AMENDMENT TO THE
2020 CONSOLIDATED ANNUAL PLAN WITH THE U.S. DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT FOR ADDITIONAL
CORONAVIRUS AID, RELIEF AND ECONOMIC SECURITY ACT
(CARES ACT) GRANT (CDBG-CV GRANTS) FUNDING IN THE
AMOUNT OF $369,690.00
WHEREAS, the Coronavirus Aid, Relief and Economic Security Act (CARES Act)
(Public Law 116-136)made $5 billion available in supplemental Community Development Block
Grant (CDBG) funding for grants in order to prevent, prepare for, and respond to coronavirus
(CDBG-CV grants); and,
WHEREAS, the pursuant to Resolution No. 20-184, City Council authorized the City
Manager to amend the 2020 Consolidated Annual Plan with U.S. Department of Housing and
Urban Development to receive said funding in the amount of$678,123.00; and
WHEREAS, the CARES Act provided CDBG grantees with flexibilities that made it
easier to use CDBG-CV grants and fiscal years 2019 and 2020 CDBG Grants for coronavirus
response and authorizes HUD to grant waivers and alternative requirements; and,
WHEREAS, on October 31 - November 6, 2020, citizens were given opportunities to
express their ideas as to projects and plan for additional funding, to be included in the second
amendment of the 2020 CDBG Program Annual Plan; and,
WHEREAS, it is deemed in the best interest of the City for Council to approve a second
amendment for additional grant funding in the amount of$369,690.00.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR, TEXAS:
THAT, the City Council hereby authorizes the second amendment to the 2020
Consolidated Annual Plan to the U.S. Department of Housing and Urban Development for a

Community Development Block Grant Coronavirus (CDBG-CV) grant funding in the amount of
$369,690.00.
THAT, the City Manager is hereby designated and authorized to execute all necessary
documents for the second amended 2020 Consolidated Annual Plan, (i.e., application and grant
agreements), which refers to a grant to be made by the United States Department of Housing and
Urban Development for a Community Development Block Grant Coronavirus (CDBG-CV) for
Three Hundred Sixty-Nine Thousand Six Hundred Ninety Dollars ($369,690.00); and,
THAT, a copy of the amended Plan is attached hereto in substantially the same form as
Exhibit"A"; and,
THAT, a copy of the caption of this Resolution be spread upon the minutes of the City
Council.

A.D., 2020 at a Regular Meeting of the City Council of the City of Port Arthur, Texas by the
