Memorandum City of Port Arthur, Texas Robert A. `Bob"Bowers Civic Center To: The Honorable Mayor and City Council Through: Ron Burton,City Manager From: Adam J Saunders,Civic Center Dir RE: Proposed Resolution No.P.R. 21649 REQUEST: The Department Club at 1924 Lakeshore Drive is in need of repair and maintenance. In March, 2019 the Council passed Res 19-108 and in December, 2019 the Council passed Res 19-560. These two Resolutions were for Architectural fees and Asbestos, lead and mold abatement. These activities are Phase I of the repairs and maintenance. At the June 9, 2020 Council Meeting, City Council approved PR 21411 for Phase II of the repairs and maintenance. Due to evacuation for Hurricane Laura, as well as some additional work due to discovered rotten wood, there would need to be a change order for additional days to be added to the Contract Time. The day to be added to Change Order#2 is a total of eight days. There is not change to the cost of the agreement. ANALYSIS/CONSIDERATION: There are a lot of needed repairs at the building. Phase I has been performed. Phase II is the next step in the repairs and restoration of the Department Club. Change Order#2 to the Phase II repairs is needed due to days evacuated for Hurricane Laura and work days added to repair discovered rotten wood. RECOMMENDATION A resolution authorizing the City Manager to enter into an agreement with McInnis Construction,Inc. of Silsbee for Change Order#2 to Phase II repairs and maintenance of the Department Club in the amount of eight days added to the Contract Time. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER NO. 2 TO THE CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND MCINNIS CONSTRUCTION, INC. OF SILSBEE, TEXAS FOR PHASE II REPAIRS TO THE DEPARTMENT CLUB THAT INCREASES THE CONTRACT TERM BY EIGHT DAYS TO A NEW COMPLETION DATE OF NOVEMBER 18, 2020 AT NO ADDITIONAL COST. WHEREAS, the City Council approved Resolution No. 20-191 at the June 9, 2020 Council Meeting, an agreement with McInnis Construction of Silsbee, Texas for Phase II repairs to the Department Club in the amount of$224,000.00; and WHEREAS, the City Council approved Change Order No. 1 pursuant to Resolution No. 20-227 at the July 21, 2020 Council Meeting, increasing the contract amount by $7,370.00; and WHEREAS, it has been determined that additional days added to the contract term is needed due to evacuation for Hurricane Laura and additional days to repair discovered rotten wood; and WHEREAS, McInnis Construction, Inc. of Silsbee, Texas has submitted Change Order No. 2 for an additional eight days to a new completion date of November 18, 2020; and WHEREAS, approval of Change Order No. 02 is deemed an appropriate action. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That, the City Manager is hereby authorized to execute Change Order No. 2 with McInnis Construction, Inc of Silsbee, Texas for Phase II repairs at the Department Club, in substantially the same form as attached hereto as Exhibit"A".
