The existing electronics are outdated and no longer supportable. The plan is to replace it with a system that operates the same way as the control system that was installed in the filters 6-10 filters added in the expansion so that the operating, monitoring and data recording will remain consistent among all 10 filters. Champion Technology Services designed and integrated the filter control system for the new filters (6-10) and would use the same programming they developed for that project on the old filters (1-5) as well as the same electronics, hardware, etc to standardize the equipment for the old and new sides for maintenance, spare parts, and service. The Utilities Department is seeking authorization to replace the filter control system through Champion Technology Services of Port Arthur, Texas. Champion Technology Services submitted a quote of$57,483.00. Funding is available in Water Utilities 0 & M Budget, Account No. 410-1252-532.92-00, Equipment. Bucket Considerations: This project will be charged to Water Utilities 0 & M Budget, Account No. 410-1252-532.92- 00, Equipment. Recommendation: I recommend that the City Council approve Proposed Resolution No. 21652 to authorize the filter control system replacement in the amount of$57,215.23 due to the age of the current filter system at the Water Treatment Plant. A RESOLUTION AUTHORIZING THE REPLACEMENT OF A FILTER CONTROL SYSTEM WITH CHAMPION TECHNOLOGY SERVICES OF PORT ARTHUR, TEXAS DUE TO AN AGING CONTROL SYSTEM AT THE WATER PURIFICATION PLANT IN THE AMOUNT OF $57,483.00; FUNDING IS AVAILABLE IN WATER UTILITIES ACCOUNT NO. 410-1252-532.92-00, EQUIPMENT. WHEREAS,the water plant needs an upgraded filter control system for the filters; and, WHEREAS,the existing electronics are outdated and no longer supportable; and, WHEREAS, the plan is to replace it with a system that operates the same way as the control system that was installed in filters six through ten(6-10)added in the expansion so that the operating, monitoring and data recording will remain consistent among all ten(10) filters; and, WHEREAS, City staff has solicited a quote for a filter control system as delineated in our Purchasing Policy; and, WHEREAS, Champion Technology Services of Port Arthur, Texas provided the quote attached as EXHIBIT"A", which meets our specifications; and, WHEREAS,this purchase is authorized by Procurement Policies and Procedures Section 3-105 Sole Source Procurement, b) Compatibility—The product must match an existing brand of equipment for compatibility and is available from only one supplier; and, WHEREAS, this procurement is exempt from the bid process under Texas Local Government Code Section 252. 022, General Exemptions ( a) ( 7) ( D), captive replacement parts or components for equipment. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct: and.
