INTEROFFICE MEMORANDUM
UTILITY OPERATIONS DEPARTMENT-ADMINISTRATION
Date: November 16, 2020
To: Ronald Burton, City Manager
From: Donnie Stanton, Interim Director of Utilities
RE: Proposed Resolution No. 21652—Authorization of Filter Control System
Nature of the Request:
The water plant needs an upgraded filter control system for the filters. The existing electronics
are outdated and no longer supportable. The plan is to replace it with a system that operates the
same way as the control system that was installed in the filters 6-10 filters added in the
expansion so that the operating, monitoring and data recording will remain consistent among all
10 filters.
Champion Technology Services designed and integrated the filter control system for the new
filters (6-10) and would use the same programming they developed for that project on the old
filters (1-5) as well as the same electronics, hardware, etc to standardize the equipment for the
old and new sides for maintenance, spare parts, and service.
The Utilities Department is seeking authorization to replace the filter control system through
Champion Technology Services of Port Arthur, Texas. Champion Technology Services
submitted a quote of$57,483.00. Funding is available in Water Utilities 0 & M Budget, Account
No. 410-1252-532.92-00, Equipment.
Bucket Considerations:
This project will be charged to Water Utilities 0 & M Budget, Account No. 410-1252-532.92-
00, Equipment.
Recommendation:
I recommend that the City Council approve Proposed Resolution No. 21652 to authorize the
filter control system replacement in the amount of$57,215.23 due to the age of the current filter
system at the Water Treatment Plant.

Jeff Wyble
City of Port Arthur Water Purification Plant
Dear Mr. Wyble,
Champion is uniquely suited to perform this work for the City of Port Arthur Water Purification Plant as our
team is familiar with the architecture of the automation system used at Port Arthur Water's sites.
Our organization recommends work associated with the new HMI interface to be installed on Port Arthur
Water's Old Filter Building control system be sole sourced to Champion for the following reasons:
• Solid project history with the Port Arthur Water's GE RX3i PLC control system, which Champion
installed in 2014, and supports.
• In-depth knowledge and training of the following automation technologies used at the site.
o GE QuickPanel HMI and PLC integration
Based on the above qualifications rooted in site-specific knowledge of the process and various
technologies implemented, Champion is the only automation integrator in the area that can execute the
project within the required schedule.
These factors as a control system integrator enable our team to deliver an expedient and cost-effective
solution. Champion makes it a priority to deliver high-quality solutions, dedicated customer service, and
exceptional workmanship
