RE: Proposed Resolution No. 21656—Sewer Force Main Replacement
Nature of the Request:
The Sanitary Sewer Force Main coming from the El Vista Lift Station has reached the end of its
life expectancy and breaks often,causing a potential health risk. The Force Main currently travels
along a pipeline right of way and along a section of the LNVA freshwater canal, so alternate routes
will be investigated. The intent of this Resolution is to seek City Council's approval to enter into
a contract with Arceneaux, Wilson & Cole, LLC to engineer as well as manage the construction
phase of the El Vista Force Main Replacement Project. The engineering phases of this project has
a total design period of ten (10) months and a construction period of nine (9) months for a total
project duration of nineteen (19) months. The design phase of this project is $78,405.00 and the
construction phase of this project is $26,250.00 for a total projected budgetary impact of
$104,655.00. Funding is available in Utilities Account No. 405-1621-532.83-00, Sewer System.
AWC is one of the engineering firms pre-qualified through the RFQ process and approved by
council Resolution No. 19-315.
Bucket Considerations:
The design phase of this project is $78,405.00 and the construction phase of this project is
$26,250.00 for a total projected budgetary impact of$104,655.00. Funding is available in Utilities
Account No. 405-1621-532.83-00, Sewer System.
Recommendation:
I recommend that the City Council approve Proposed Resolution No. 21656 to authorize the
execution of a contract in the amount of$104,655.00 for the replacement of the sewer force main
in El Vista.

A RESOLUTION AWARDING A CONTRACT AND
AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONTRACT WITH ARCENEAUX, WILSON & COLE, LLC OF
PORT ARTHUR, TEXAS WITH A PROJECTED BUDGETARY
IMPACT OF$104,655.00 FOR THE REPLACEMENT OF EL VISTA
SEWER FORCE MAIN; FUNDING IS AVAILABLE IN UTILTIIES
ACCOUNT NO. 405-1621-532.83-00, SEWER SYSTEM.
WHEREAS, the El Vista force main is on the capital improvements project list for fiscal
year 2021; and,
WHEREAS, per Res. 19-315, Arceneaux, Wilson & Cole, LLC was one of the pre-
qualified engineering firms for providing professional engineering services for utility projects
through an RFQ selection process in Council Resolution 19-315 (Exhibit"A"); and,
WHEREAS, also per Res. 19-315, City Manager was authorized by Council to negotiate
the contract for Engineering Services for Utility Projects; and,
WHEREAS,Arceneaux, Wilson & Cole, LLC of Port Arthur, Texas has negotiated with
the City Manager and provided a quote in the amount of $104,655.00 (see Exhibit "B") for
engineering design and construction services, which has been evaluated by the Water Utilities
staff.
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
THAT, the facts and opinions in the preamble are true and correct; and,
THAT, the City Council of the City of Port Arthur hereby awards the contract for the El
Vista sewer force main to Arceneaux, Wilson & Cole, LLC of Port Arthur, Texas for the amount
of$104,655.00 for engineering design and construction services; and,

THAT, the City Manager of the City of Port Arthur is hereby authorized and directed to
execute, on behalf of the City, a contract between the City of Port Arthur and Arceneaux, Wilson
& Cole, LLC of Port Arthur, Texas for the amount of$104,655.00 for the El Vista sewer force
main in substantially the same form as attached hereto as Exhibit"B"; and,
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.

SCOPE OF SERVICES:
Preliminary Design Phase:
1. Engineer will evaluate existing El Vista Lift Station set . . area to
determine required pumping capacity to verify sizing of force main.
2. Engineer will evaluate pipe materials and provide a recommendation
to the City.
3. Engineer will investigate and provide an alternate route for the
replacement force main.This will include modifying segments of
existing force main alignment as well as a complete rerouting of the
force main.
4. Upon completion of routing study engineer will provide a written
report to City and provide an Opinion of Probable Cost (OPC)for each
alternative route presented.

Detailed Design Phase:
1. Engineer shall provide a topographic survey of proposed alignment for
force main replacement.This includes a sub-surface utility
investigation to identify potential conflicts with pipelines,water
distribution system, drainage system, etc.
2. Engineer shall provide a geotechnical investigation of soil conditions of
site/route to aid in design of new force main.
3. Engineer will apply for on behalf of the City, all permits required for
construction based on the proposed alignment for the replacement
force main. Permitting agencies include TXDOT, UPRR, LNVA, DD7 and
numerous pipeline operators.
4. Engineer shall provide detailed engineered plans and specifications for
a new force main. Engineering design plans shall include:
a) Plan and profile of proposed force main.
b) Horizontal directional drill plans and profile (HDD) if applicable.
c) Detailed plan and profile of critical crossings identified in
subsurface utility investigation and at permitted crossings.
d) Details for tie in at El Vista Sanitary Sewer Lift Station.
e) Provide horizontal and vertical control for construction.
5. Provide detailed construction cost estimates at 30°%o,60°%o,90°%o and 100%
drawing submission.
3. Prepare Project Manual with technical specifications, bid forms etc.
Bidding & Construction Phase:
1. Assist in the preparation of formal contract documents and bidding.
2. Engineer shall attend Owners Pre-Bid meeting.
3. Engineer shall answer any questions during bidding, prepare and
distribute addenda, if necessary.
4. Engineer shall assist the Owner in tabulating the bids.
5. Engineer shall prepare a Letter of Recommendation to the Owner for
award of the construction contract.
6. Engineer shall assist the Owner in conducting a pre-construction
conference.
7. Engineer shall provide a construction inspector during construction.
8. Engineer shall review and approve monthly pay requests submitted by
the contractor.
9. Engineer shall review and approve construction submittals.

10. Engineer shall review and respond to RFI's.
11. Engineer shall prepare change orders and required documentation for
Owners approval.
12. Engineer shall prepare project closeout documentation including
"Record of Construction Drawings" based on mark-ups supplied by the
contractor.
SERVICES NOT A PART OF OUR SCOPE OF WORK
Services specifically excluded from our proposed Scope of Services include, but are
not necessarily limited to the following:
1. Construction Staking.
2. Fees for permitting.
3. Testing, advertising,etc.for TPDES permit.
4. Design for trench safety.
5. Surveys for property acquisition.
6. Surveys for permanent and/or working easements.
7. Title research fees.
8. Environmental Services including but not limited to the following:
a) Threatened and endangered species surveys.
b) Waters of the US. Determination.
c) Wetland Delineations.
d) USACE permitting and/or coordination.
e) Lead paint evaluation and abatement.
f) Preparation and/or application for SW3P permit.
PROFESSIONAL FEE
Based upon our scope of work and understanding of the project, we propose to be
compensated based on a not to exceed fee of$104,655.00 for our services.
Preliminary Design Phase $ 37,355.00
Detailed Design Phase $ 41,050.00
Construction Phase $ 26,250.00
TOTAL FEE $ 104,655.00

We recommend a design period of 6-months to perform the Preliminary Design Phase,
4-months for the Detailed Design Phase and 9-months for the Construction Phase,for a
total project duration of 19-months. We look forward to your review of our proposal. If
