Langford, Director of Development Services 0661/410 RE: P.R. No. 21670 — Appointing a member to the Planning and Zoning Commission Introduction: Attached is P.R. No. 21670 appointing a member to the Planning and Zoning Commission, pursuant to Article XI, Section I, of the Charter of the City of Port Arthur, for a five (5) year term to expire on October 30, 2025. Background: In accordance with Article XI, Section I, the City Planning and Zoning Commission shall be composed of five (5) members and appointed for a term of one, two, three, four and five years, respectively, and annually thereafter one member shall be appointed for the term of five (5) years. Members of the City Planning and Zoning Commission shall be appointed by a majority vote of the members of the City Council and may be removed for cause at any time. Previously, this position was held by Norris Simon, Jr. Mr. Simon was first appointed to the Planning & Zoning Commission May 20, 2008 by Resolution No. 08-216. He diligently served on the Commission for twelve (12) years without disruption. Mr. Simon has expressed a desire to continue his tenure with the Planning and Zoning Commission. If reappointed to the Commission, he would serve a new (5) year term with an expiration date of October 30, 2025. Budget Impact: None Recommendation: It is recommended that City Council approve P.R. No. 21670 appointing a member to the Planning and Zoning Commission, pursuant to Article XI, Section I, of the Charter of the City of Port Arthur, for a five (5) year term to expire on October 30, 2025. A RESOLUTION APPOINTING OR RE-APPOINTING A MEMBER TO THE PLANNING AND ZONING COMMISSION WHEREAS, the term of Planning and Zoning Commissioner Norris Simon, Jr. expired on October 30, 2020, as delineated in Exhibit "A"; and, WHEREAS, in accordance with Part I, Article XI, Section I of the City Charter, the members of the City Planning and Zoning Commission shall be appointed by a majority vote of the members of the City Council and may be removed for cause at any time; and, WHEREAS, pursuant to Section 1 of Article XI of the Charter of the City of Port Arthur, it is necessary to appoint or reappoint a person to serve the term set to begin on November 24, 2020; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1: That the facts and opinions in the preamble are true and correct. Section 2: That is hereby appointed or re- appointed to serve as a member of the Planning and Zoning Commission and shall serve for a five (5) year term, expiring October 30, 2025, as delineated in Exhibit "B". Section 3: That the appointee shall immediately contact the City Secretary's Office and be sworn in. Section 4: That this Resolution shall be effective immediately. Section 5: That a copy of the caption of this Resolution be spread upon the Minutes of the City Council. P.R.
